The Opportunity

This position can be based in: Panama, El Salvador, or Guatemala.
Regional Project Manager for Education in Emergency for people in route in Central America

ROLE PURPOSE

Ensure that the regional project under his/her management is implemented on time, under the budget, with the scope and high quality in line with donor and SCI ́s quality and operational standards.

Provide day-to-day managerial oversight to project implementation and ensure cross-functional coordination at country and regional level.

In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.

Post holder will be managing a regional project "Improving Humanitarian Coordination in the education sector for people in transit routes in CA "that it will be implemented in 5 countries in LAC.

KEY AREAS OF ACCOUNTABILITY

PROJECT MANAGEMENT

  • Ensure the planning, implementation, monitoring, technical quality, monitoring, and evaluation of the project.
  • Prepare the detailed implementation plan and phased budget of the project, as well as Procurement and consultancy services plan, and MEAL plan.
  • Carry out the technical, operational, and budgetary followup and monitoring of the project,
- preparing consolidated narrative reports, calling meetings of the team involved and ensuring coherence with the financial reports for the entire intervention.

  • Ensure the risk analysis and mitigation plan during the life of the project.
  • Ensure compliance with donor regulations in coordination with other functional areas (Finance, awards, Supply Chain, among others).
  • Ensure learning and accountability processes in which beneficiaries, especially children and adolescents participate and ensure that their opinions are considered.
  • Conduct regular field visits to support project implementation.

COORDINATION

  • Lead and coordinate the technical actions of the project and the administrative provisions for its implementation, including actions with State organizations, Civil Society, host organizations and networks.
  • Coordinate actions of Advocacy and Communication in conjunction with the regional and country office teams under the objectives of the Project.
  • Coordinate technical and strategic meetings with teams from the LAC Regional Office, member and/or donor to keep them informed about the progress of the project, and/or discuss adaptations / strategic changes to better results or impact of the project.
  • Coordinate with technical advisers and operational, administrative, and financial support personnel the technical and administrative support necessary for the proper execution of the project.
  • Participate in spaces for exchanging experiences, sharing learnings from the project with other SC offices in the region and /or partners.

PARTNERS CAPACITY BUILDING AND MANAGEMENT

  • Provide capacity building of the partner ́s project team in line with agreed plans.
  • Ensure closed monitoring and follow up to partner ́s project implementation.
  • Ensure localization principles and best practice in partnership relationship.

REPRESENTATION

  • Representing the project with organizations of the UN system that strategic collaborative alliances are maintained for project actions.
  • Representing the project before key national actors, networks or platforms (R4V, REDLAC, RMDLAC among others)
  • Any other function related to the Coordination of the Project entrusted by his/her line manager. REQUERIMIENTOS

To be successful, you will bring/have:

  • Minimum Bachelor's degree in a related field
  • Substantial field experience in the humanitarian aid and development sector working in a senior humanitarian operations role.
  • At least 3 years of experience leading regional humanitarian projects.
  • Preferably with experience working in projects addressing migration & displacement context. Relevant work experience implementing projects with ECHO funding and knowledgeable of donor regulations and compliance.
  • Thorough understating of emergency response sector and processes to achieve the result effectively.
  • Strong interpersonal skills to develop and maintain collaborative relations at all levels of management / leadership, must be capable of summarising and communicating complex information and data.
  • Effective leadership skills to support the Country and Regional senior management teams.
  • In depth understanding of how to operate safely and securely in humanitarian response.
  • Skills to manage and operate in a pressured and changing environment.
  • Excellent Spanish and English language skills,
  • Ability to be flexible and to travel around the region, as and when necessary (up to 50% travel)
