As per the United Nation's Palermo Protocol, human trafficking is the "recruitment, transportation, transfer, harbouring or receipt of persons, by means of the threat or use of force or other forms of coercion, of abduction, of fraud, of deception, of the abuse of power or of a position of vulnerability or of the giving or receiving of payments or benefits to achieve the consent of a person having control over another person, for the purpose of exploitation".

1 Also known as modern slavery, trafficking in persons is a serious crime and a grave violation of human rights.

It is also a complex crime carried out in many cases by transnational criminal organizations with the participation of corrupt officials, and increasingly through the use of the internet to lure and exploit victims.

Prejudice and sociocultural norms and values held towards women, girls and LGTBIQ+ populations requires raising awareness among individuals and institutions about the vulnerability of these groups to human trafficking, the risks of revictimization and the need for victim collaboration for successful prosecution of the crime.


Although significant legal and political efforts have been made to address gender inequality, discrimination and sexual and gender-based violence in judicial and police institutions in Panama, Costa Rica and Colombia, human trafficking remains an urgent problem in the region.

All three countries face transnational and local challenges that require sophisticated justice mechanisms to adequately investigate and prosecute criminal groups that prey on and profit from the exploitation of vulnerable members of society, who in this region are primarily women and girls.


  • The Project


With financial support from Global Affairs Canada (GAC), JES is furthering its successful work with justice operators in Panama by enhancing technical capacity and building greater inter-institutional collaboration for the strategic investigation and prosecution of human trafficking crimes in the region.

Through its project "Strengthening Institutional Capacity to Combat Human Trafficking with a Focus on Corruption, Money Laundering, and Transnational Organized Crime", JES works on the capacity to combat human trafficking, reduce impunity for transnational criminal networks and provide greater protection of the human rights of victims, particularly women and girls in Panama, Colombia and Costa Rica.


The project has three main outcomes/objectives:

  • Improve technical capacity and practices with a gender perspective in the investigation of human trafficking cases in Panama.
  • Increase the capacity to prosecute and convict perpetrators of human trafficking with a gender perspective in Panama.
  • Strengthen gendersensitive mechanisms and transnational cooperation to combat human trafficking affecting women and girls in Panama, Colombia and Costa Rica.


To achieve these results, JES applies a Gender-Based Analysis Plus (GBA+) perspective throughout project planning, implementation and evaluation, integrating a combination of gender sensitization and awareness training into all curricula and activities.


  • Purpose of the Consultancy


Design and implement courses; develop cybercrime competencies for justice units (police and prosecutors) for investigations of human trafficking cases and related crimes at different moments of the first phase of investigation.


  • Expected Outcomes
Main Activities

Develop content and materials for two 4-day blended technical courses on open source investigations, cyber-analysis and criminal investigation in cases of human trafficking and related crimes. The materials must be original and suitable for the audience (frontline officers of Panamanian justice institutions).

Design two courses with a blended methodology that will include 4 on-site days for each course. During this process, the consultant will receive support from the JES pedagogical team.

Implement the course on cybercrime through online and on-site workshops in Panama for two weeks on 4 days each week. During the on-site implementation phase, the consultant will receive all the necessary logístical and operational support from the JES project staff in Panama.
