  • Under the overall supervision of the Chief of Mission of IOM Haiti and direct supervision of the
  • Senior Programme Manager based in PortauPrince, Haiti, the Cluster Coordinator (CCCM
  • Haiti ) will be based in IOM's Regional Office in Panama and will be responsible and
accountable for coordinating and providing substantial support for the Camp Coordination and

  • Camp Management (CCCM) initiatives and activities in IOM Haiti Country Office (CO) and
- contributing to the development and maintenance of a strategic vision and operational response
- plan in Haiti.

_ Core Functions / Responsibilities:
_


  • Facilitate a harmonized and coordinated multi-sectoral response across the country by
contributing to the development and implementation of a cluster strategy in coordination with the

cluster lead:
the General Direction of Civil Protection (DGPC) and Construction Unit for Housing
and Public Buildings (UCLBP), and the cluster partners.

  • Represent CCCM in the Inter-Cluster Coordination Group or relevant body.
  • Develop a cluster structure across the areas of interventions, ensuring proper coverage and
efficient reporting lines; set-up coordination mechanisms, such as meetings, working groups,
etc. both at local and national level, elaborate strategy of response for out of site displacements.

  • Develop cluster planning at national level in coordination with the Cluster leads, that includes
response activities, contingency planning including "exit"/transition strategy and action plans for
the cluster; ensure the response plan is updated regularly according to evolving needs and that
it establishes measurable performance indicators.

  • Undertake mapping of active Cluster partners and their areas of intervention and develop, in
collaboration with the Information Management Officer, Cluster information products.

  • Undertake capacity mapping and gap identification exercises and develop a capacity-building
plan for the sector, together with cluster partners and relevant authorities.

  • Closely coordinate with cluster partners and ensure proper communication and information
flow; monitor cluster partners activities and provide guidance and training as required to build
their capacity.

  • Organize joint field missions, needs assessments and analysis among cluster partners and
participate in joint inter-cluster needs assessment exercises as appropriate to ensure that
identified needs, gaps and priorities are as evidence-based as possible.

  • Facilitate discussion and agreement on the development and roll out of common standards
and tools among cluster partners.

  • Promote awareness of and adherence to relevant policy guidelines, codes of conduct and
examples of good practice by all cluster partners, taking into consideration the possible need for
local adaptation both in terms of language and content.

  • Promote and facilitate the integration of cross-cutting issues such as age, gender,
environment with partners.

  • Supervise and provide capacity building to CCCM staff.
  • Backstop Shelter/NFI sector coordination, when required.
  • Undertake duty travel relating to CCCM activities as required.
  • Perform such other duties as may be assigned.

_ Required Qualifications and Experience:

Education

  • Master's degree in Humanitarian Affairs, Development Studies, Political Science, International
Relations, or a related field from an accredited academic institution with five years of relevant
professional experience; or

  • University degree in the above fields with seven years of relevant professional experience.
