Context:
Under the supervision of the Chief of Mission and reporting directly to the Head of Operations, the Shelter & NFI Cluster Coordinator supports the government counterpart in strategic planning, advocacy, and coordination activities aligned with the IASC Reference Module for Cluster Coordination at the Country Level.

The Shelter & NFI Cluster Coordinator ensures effective cross-sectoral coordination with other relevant clusters such as WASH, CCCM, and Protection (HLP), advocates for shelter in humanitarian responses, assists in integrating early recovery initiatives within the Shelter Cluster, and drives the inclusion of cross-cutting themes into the Shelter & NFI Cluster's work.

The individual may oversee a support team specializing in areas like information management, needs assessment, and technical support.

Core Functions / Responsibilities:


1. Strategic direction and coordination:

  • Ensure IOM fulfills its obligations as the leading agency for the country cluster.
  • Cultivate robust partnerships with all sector associates at national and subnational levels to facilitate efficient collaboration and communication, as well as with government counterparts like DGPC and UCLBP.
  • Establish coordination mechanisms such as national and subnational cluster meetings and form the cluster structure, incorporating cluster core documents as per the Global Shelter Cluster guidelines, including Strategy, Technical Standards, and Factsheet.
  • Champion accountability to affected communities, involve local and national stakeholders such as civil societies, and support coordination with government partners and other pertinent authorities.
  • Lead the design/update of a strategy for shelter and settlements response in close collaboration with cluster partners to ensure the sectoral strategy complements multi-sectoral responses nationwide and promotes recovery and transition to sustainable housing in appropriate settlements.
  • Collaborate with the government and partners to provide technical guidance for the cluster, covering areas like Essential Household Items, shelter types, interventions at settlement levels, etc. Facilitate the cluster's performance evaluation and, based on feedback, work with Shelter & NFI Cluster members to devise an enhancement plan for the cluster's efficacy.


2. Needs Assessment, Resource Mobilization, and Allocation:

  • Lead, coordinate, and conduct shelter needs assessments within the SC or at Inter-Cluster level, including participatory evaluations.
  • Establish a system to ensure timely data availability for informing partners' operational decisions and the Humanitarian Country Team's strategic choices. Ensure the SC addresses all identified shelter needs of affected populations, beyond individual members' specific mandates in the Shelter & NFI Cluster. Offer transparent strategic guidance for common funding criteria development, resource mobilization, and prioritization within the SC for inclusion in Consolidated Appeals and pooled funds processes.
  • Set up mechanisms for accountable and transparent financial resource distribution within the cluster.


3. Capacity Development:

  • Facilitate capacity enhancement of the government counterpart or the entity set to assume cluster coordination responsibilities post-phaseout.
