Overview:
The Vice President, Government Affairs will be responsible for developing, coordinating and implementing regulatory and government affairs strategies and activities that advance the interests of Liberty Latin America across its global footprint. This requires developing and executing complex and multi-dimensional strategies involving legislative, regulatory, and general governmental elements in support of business goals. This role will articulate and implement effective advocacy strategies, which both anticipate regulatory and policy opportunities and challenges facing our business, and stay ahead of the rapidly evolving technologies, business models and services, and market dynamics that comprise our evolving Telecoms industry. This role will also build the intelligence of relevant stakeholders in the different markets and proactively develop relationships that will open the communication channels when needed. It will also track political scenarios and progress as it changes to make sure management is well informed of the risk and opportunities when making strategic decisions.

**Responsibilities**:
Accountabilities and duties of the position may change and develop over time as LLA is a dynamic and growing organization, but will include the following:

- Lead, develop and execute LLA’s regulatory and government affairs strategies and tactics
- Design and execute a focused strategic advocacy plan for priority issues critical to our business interests, ensuring we are able to compete effectively in a rapidly evolving technology marketplace
- Advise and coordinate the development of company views on Telecoms policy matters, including preparing summary materials and regularly reporting to the CEO and the executive team.
- Aligned with T&I and Strategy teams to develop spectrum acquisition and repurposing and execute regulatory matters
- Periodically report to the Board of Directors on regulatory, political and public affairs developments in the region and in LLA’s markets.
- Depict and analyse regulatory and political trends in the region to make management aware and give them the possibility to anticipate strategies and actions.
- Develops, builds and expands relationships with public officials and other influential policy makers in all markets within the LLA footprint, with specific focus on key strategic markets
- Works collaboratively across markets to develop and grow strategic policy initiatives for the benefit of the company and its interests
- Tracking policy and legislative developments at local, regional and international level in order to identify and create strategies to address regulatory and public policy threats and opportunities
- Develops budgets and effectively plan and execute initiatives to grow the company’s image within the communities managed
- Represents the company before external constituencies, including elected officials and other government agencies, commissions and authorities, and organize and represent the company at community events and other external functions
- Manage regulatory finance aspects of the company, including license, franchise, and spectrum fees
- Manages outside counsel, consultants or lobbyists as necessary
- Responds to and monitors resolution of escalated complaints from government authorities
- Be the spokesperson at regulatory industry events in a way that represents the companies views and interest.

Qualifications:
**Preferred education/ qualifications**:
**An undergraduate degree is required. A law degree or equivalent graduate level degree is strongly preferred.**:
**Knowledge & Experience**:

- Minimum of 15 years’ experience as a regulatory/government affairs executive in the media or technology industry or equivalent experience in government
- Deep functional experience in regulatory and government affairs, with proven relationships and coalition building skills, is essential
- Capable of understanding the substantive policy issues of the Telecommunications industry as well as the business issues affecting the enterprise
- Must have an appreciation and sensitivity to working within the context of a multifaceted and matrixed organization

- An ability to a manage diverse team of direct reports, including providing clear direction on expectations and deliverables.
- An ability to anticipate emerging government, public or community/social issues of importance to the cable/media industry and to position the company effectively to handle such issues in all aspects.
- Capable of creating and communicating a vision, both internally and externally, of the future of the company and its differentiation versus peers.
- Team building skills, including ability to work effectively with colleagues that are not direct reports.
- Leadership skills, including ability to advance company interests in venues that require consensus building.
