**Job Description**:
AECOM Panama is seeking a seasoned Contract Adminstration Manager to support the Panama City office.
Primary job functions are:
- Responsible for all the contract administration activity for the projects assigned.
- Oversees the administration and communication of all elements of contractual terms and conditions from proposal stage through contract close-out and audit.
- Possesses the skills for analyzing bids/proposal/quotations to determine potential for cost savings. Prepares evaluation of suppliers’ capabilities and Requests for Quotations. Contacts suppliers for timely submittal of bids/proposals. Tabulates bids and assists in performing bid analysis and establishing cost reasonableness. Contacts bidders for clarifications.
- Works with the Company purchasing systems and processes. Understands purchasing terminology, measures, concepts, and principles for compiling bid proposals. Examines estimates and delivery schedules.
- Prepares bids, process specifications, test and progress reports and other exhibits that may be required. Support on negotiation strategy and meetings with suppliers.
- Support on the evaluation of disputes with vendors. Support to resolve invoices and resolution of discrepancies.
- Overseeing contract review for identifying potential risks to the client, the program, and AECOM
- Subsequently, overseeing and creating any contract term modifications and conditions to mitigate such risks
- Negotiate with subcontractors on contractual issues
- Drafting contractual letters (notice of delay; notice of a claim; demand letter; back charge letter)
- Collecting evidence, considering potential claims or litigation
- Utilizing interpersonal skills to conduct investigations for data pertaining to potential claims.
- Able to interact with all team project site members to include engineers, superintendents, and any other stakeholders.
- Writing opinion reports for contractual entitlement
- Responding to claims (cost/extension of time) submitted by subcontractors
- Provision of contract management and administration activities for the assigned projects including the evaluation of contract obligations, evaluation of claims and the provision of mitigation strategies, maintenance of appropriate records.
- Production of written reports on the findings and the subsequent action to be taken.
- Assessment of the validity of requests for changes and variations of any kind, providing written recommendations to the appropriate action that should be taken. In addition, assessments will need to be made of variations and management of the change process as appropriate.
- Management of the preparation, submittal, review and settlement of the final accounts.
