Job PurposeThis post is responsible to provide efficient and effective services in accounting, finance, and treasury matters to the project managers and program staff within a specified portfolio of projects. The main areas of his/her roles can be summarized as follows: Financial Policies and ProcessesFinancial ReportingBudgetingValidation of transactionsTreasurySupplementary ServicesShared Office and Service CostsAccounting verificationFinancial Analysis Relationships with other stakeholders: project managers, accounting staff, finance officers, auditors, financial analysts, National Society Staff, American Red Cross NHQ Staff Job Duties and ResponsibilitiesFinance Support finance management and reporting for the portfolio of projects assigned to the region Operations, in close collaboration with the Country Cluster Delegation and Operations personnel Support the preparation and revision of budgets under the responsibility of the Unit for submission to Finance department and to Prepare working advances (WA) for National Societies for Finance validation. Support the budget development for new proposals as needed Follow-up on the reconciliation of outstanding working advances balances with NS Prepare forecasts, Payment Requests, and submission for finance validation Ensure that expenditures (made by NS, American Red Cross Delegation, or Secretariat) are in accordance with approved budgets and have been made following the relevant (American Red Cross, NS, or Secretariat) legal, financial, procurement and human resources procedures Advise project staff in the appropriate interpretation of the financial procedures so the transactions to be performed follow them Month end accountancy closure including but not limited to: prepare, review and/or post of Journal Entries, bank account reconciliations, follow-up and closure of any pending items from previous months SSC revisions. Implement best practices according to procedures that safeguard and optimize the use of financial resources through an appropriate internal control environment Treasury management External and Internal audits support Job Duties and Responsibilities (continued)Regular Tasks and Responsibilities: Daily cash movement and petty cash operations Ensures that all supporting documents for payments are complete with the necessary signatures and payments duly acknowledged.
Reports immediately to his/her supervisor all problems, discrepancies, or wrong doings Compute and record totals of the transactions, to be uploaded into the accounting software Plans and requests cash needs for the Regional Office as needed Ensure all accounting transactions are properly authorized and supported by original and valid supporting documentation Payments initiation and ensure good quality of supporting documentation. Review requests of working advances from NS and working advance requests from staff documents. Ensure that transfers to National Societies are performed only if they follow the validation process, policies, and procedures. It is important to monitor the clauses in the project agreement to ensure the funds are transferred in line with it.
Conduct reconciliation on Staff and PNS advances Book transactions into QuickBooks, in coordination with the Regional Finance Delegate, using all relevant documents and backups Support the delegation month-end closure of the financial books in close collaboration with the SFAO Maintain and ensure that all reports of income and expenditure of the NRCS and all programs at the operation areas are kept. Contribute to the timely financial reporting to the PMER and other departments and to relevant stake holders Perform a periodic review of the transactions posted to the projects to ensure the accuracy of the transactions entered into the accounting system. Monitoring of the items in the balance sheet to ensure that all of them related to the operation are reconciledCapacity Building: Providing support and capacity building to NSs Train the NS Finance Team in American Red Cross financial rules and procedures Conduct financial briefing and debriefing when neededDuties applicable to all staff1. Actively work towards the achievement of the Federation Secretariats goals2.
Abide by and work in accordance with the Red Cross and Red Crescent principles3. Perform any other work-related duties and responsibilities that may be assigned by the line manager Education Bachelors Degree in Finance, Accounting or Management.Relevant professional training courses (Red Cross/Red Crescent-related, humanitarian and development sector, management, security).
