The United Nations Office for the Coordination of the Humanitarian Affairs (OCHA ROLAC) Panama located at Clayton, City of Knowledge has the mission to mobilize and coordinate effective and principled humanitarian action in partnership with national and international actors to:
- alleviate human suffering in disasters and emergencies
- advocate for the rights of people in need
- promote preparedness and prevention
- facilitate sustainable solutions.
Under the direct supervision of OCHA ROLAC Coordination Unit, Humanitarian Affairs Officer and working closely with the rest of the OCHA team to facilitate effective Humanitarian Coordination, the Associate Humanitarian Affairs Officer will help strengthen humanitarian coordination, disaster preparedness, and response at the regional level. Activities include supporting and providing technical advice to regional humanitarian coordination platforms and humanitarian partners on humanitarian affairs and coordination, bolster response readiness capacity, and coordinate emergency response, as needed, ensuring appropriate capacity to plan for and respond to humanitarian issues including proper contingency planning and coordination.
The Associate Humanitarian Affairs Officer will be responsible for monitoring and analyzing the dynamic humanitarian situation and its operational challenges in Latin America and the Caribbean; assisting in the establishment and maintenance of contacts with other humanitarian partners, relevant government counterparts and;
- contributing and/or preparing humanitarian overviews and context analyses and supporting the monitoring of the humanitarian financing trends in the LAC region, using existing mechanisms and tools, among other functions.
The Associate Humanitarian Affairs Officer will be hired for 1 year with possibility of extension with a Fixed-Term Appointment - NO A, as national officer staff.
Acerca del PNUD en Panamá
El PNUD fue fundado en 1965 como el brazo de la ONU para promover el desarrollo. Su creación es el resultado de la fusión del Programa Ampliado de las Naciones Unidas para la Asistencia Técnica (creado en 1949) y el Fondo Especial de las Naciones Unidas (establecido en 1958).
La Oficina del PNUD inicio sus actividades en Panamá como agente de desarrollo en 1973, desde entonces - a solicitud del Gobierno de Panamá - el PNUD ha apoyado la gestión de implementación y ejecución de programas y proyectos de beneficio al país orientados al logro de los Objetivos de Desarrollo del Milenio y consolidar el desarrollo humano en el país.
En este contexto seis Ministerios y trece Instituciones Descentralizadas o Autónomas fungen como Agencia de Implementación (Ejecución Nacional) en el marco de una cartera de proyectos de desarrollo y asistencia técnica. El Ministerio de Relaciones Exteriores (MIRE), como responsable de la coordinación de la cooperación reembolsable y no reembolsable, participa en la formulación y seguimiento del Programa de País.
Los fondos que emplea el PNUD en Panamá provienen del Gobierno (a través de diversas instituciones gubernamentales como ministerios, autoridades descentralizadas, organismos autónomos, entre otros); aportes de la banca multilateral (Banco Interamericano de Desarrollo y Banco Mundial); la Agencia Española de Cooperación Internacional; fondos fiduciarios del PNUD y el Sistema de las Naciones Unidas; así como de fondos propios del PNUD.

La asistencia proporcionada por el PNUD en Panamá es ampliamente reconocida por la buena gestión de los recursos y el asesoramiento técnico especializado en el mejor provecho de las prioridades nacionales. Su credibilidad, objetividad e imparcialidad le han permitido sumar voluntades y apoyo, facilitando alianzas que favorecen y consolidan esfuerzos en torno al desarrollo humano sostenible.
Frente a la amplitud de su mandato - combatir la pobreza y promover el desarrollo - el PNUD ha enfocado su trabajo en 4 áreas donde tiene experiência y ventaja comparativa en los temas identificados como importantes por los países miembros de la ONU y 2 Ejes transversales. Estas áreas de enfoque también denominadas “áreas de práctica” o “áreas de operación” están definidas de la siguiente manera: Reducción de la Pobreza, Gobernabilidad Democrática, Protección del Medio Ambiente y Prevención y Recuperación de Crisis.

La representación del PNUD en los países está a cargo de quien ocupa el cargo de Representante Residente -RR- con apoyo de quien funje como Representante Residente Adjunto/a -DRR- y de un equipo de profesionales a su cargo.
