This position is located in the Group of Human Rights Experts on Nicaragua (Group of Human Rights Experts) within the Office of the High Commissioner for Human Rights (OHCHR), Field Operations and Technical Cooperation Division (FOTCD), in Panama. The Victim Support Officer will operate under the direct supervision of the Investigation Team Leader of the Group of Human Rights Experts.

**Responsibilities**:
Within delegated authority, the Victim Support Officer will be responsible for the following duties:

- Maintains direct and regular contact with victims, civil society organisations (CSOs), human rights defenders,; and advises on victim and witness protection issues; develops victim centred advocacy strategies; and builds capacity among CSOs and victims’ organisations on strategies and gender sensitive approach to pursue justice and redress.
- Formulates short
- and long-term support strategies for witnesses and victims; participates in the establishment, development and maintenance of referral pathways involving competent international organizations, national authorities, NGOs and other entities relevant for the provision of medical and psycho-social support and advices witnesses and victims who engage with the Group of Human Rights Experts.
- Conducts substantive research and analysis of human rights issues/events and assesses their impact on the human rights situation in assigned region or country.
- Collects and analyses human rights data and indicators in country/region of assignment, including gender-specific data and indicators.
- Defines work plan for area assigned in accordance with established terms of reference.
- Participates in the development and implementation of protocols and standard operating procedures (SOP) to ensure the well-being of witnesses and victims who engage with the Group of Human Rights Experts in accordance with its mandate and international law standards and best practices.
- Writes a variety of reports, communications, briefings, statements, best practices, etc., including to policy-making bodies.
- Provides guidance to other staff.
- Performs other related duties as required.

Education
Advanced university degree (Master’s degree or equivalent) in law, political science, international relations, social sciences, or related field. A first-level university degree in the mentioned fields of studies, in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience
A minimum of five years of progressively responsible experience in human rights, political affairs, international relations, law or related area is required.

Experience in developing and implementing victim /witness support programmes is desirable.

Experience in victim support and advice within a criminal justice process is desirable.

Experience working in or on the Latin America region is desirable.

Languages
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in both English and Spanish (both oral and written) is required.
