This position is in the Office of the High Commissioner for Human Rights (OHCHR), Field Operations and Technical Cooperation Division (FOTCD), Americas, Europe and Central Asia Branch (AECAB), Americas Section, in Panama City. The incumbent reports to the Team Leader of the Venezuela Migration Project.

**Responsibilities**:
Within delegated authority, the Human Rights Officer will be responsible for the following duties:

- Plans and coordinates activities related to thematic and country mandates on human rights, including from a gender perspective.
- Participates in the Coordination Platform for Refugee and Migrants from Venezuela, particularly in the regional interagency protection group, and will liaise, participate and support the interagency national protection groups on Venezuelan migrants in Panamá, Colombia, Brazil, Trinidad and Tobago, Guyana, Aruba, Bonaire, and Curacao.
- Conducts substantive research and analysis of human rights issues/events and assesses their impact on the human rights situation of Venezuelan migrants.
- Collects and analyses human rights data and indicators in country/region of assignment, including gender-specific data and indicators. Provides support to UN bodies and mechanisms; follows-up on implementation of decisions rendered by policy-making bodies, in relation to migration issues.
- Ensures human rights issues, including their gender equality dimensions considerations, are integrated into UN political, humanitarian and economic efforts and programmes.
- Defines work plan for area assigned in accordance with established terms of reference.
- Assists and implements training programs on the human rights protection of migrants, with attention to gender perspectives.
- Follows up on different cases and situations.
- Represents UN human rights programme at working level meetings in interagency partnerships in order to ensure protection of migrants.
- Systematically collects and analyses all information regarding the human rights situation in the countries of his/her responsibility and writes a variety of reports, communications, briefings, statements, etc., including to policy-making bodies.
- May provide guidance to new/junior staff.
- Performs other related duties as required.

Education
Advanced university degree (Master’s degree or equivalent) in law, political science, international relations, social sciences or related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience
A minimum of five (5) years of progressively responsible experience in human rights, political affairs, international relations, law or related area is required.

Out of the five years, at least three (3) years of experience in human rights related issues is desirable.

Experience working on human rights in the context of migration is desirable.

Experience mainstreaming human rights in humanitarian response is desirable.

Languages
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in Spanish and English is required.
