**The Opportunity**

This position can be based in: Panama, Colombia, El Salvador, Guatemala, or Peru.

**Regional Finance Officer**

**ROLE PURPOSE**

The Finance Officer is responsible for ensuring that all financial aspects of assigned projects, are in accordance with SCI and donor´s requirements and will be responsible for ensuring accurate reporting and compliance with financial controls and standards, assist in performing analysis. This includes ensuring approved documentation (receipts, bank transactions, vouchers) on file, producing monthly reports BvA presentations, and assuring adequate cash on hand for the implementation of the activities across the region (SCI and partners). In assigned projects, this person will provide technical assistance to partners as necessary in order to ensure accountability through internal systems strengthening. In case of an emergency situation, the flexibility of the post holder is expected to work outside his / her usual job description and be able to adapt to the tasks and schedules required as needed.

**KEY AREAS OF ACCOUNTABILITY**:
**Budget Management/Accounting**:

- Develops projects annual Budget/Forecasts and monitor budgets to ensure that spending occurs as planned and that variances are anticipated, noted, and corrected; ensures that key program personnel are aware of budgetary resources and are able to monitor their budgets respectively.
- Ensures all financial plans, invoices, reports, and other documents are accurate, timely, and consistent with SCI policies and procedures and any additional donor requirements.
- Prepares monthly financial reports for distribution to Budget Holders.
- Prepares any budget revisions and projections, updates all the financial documents (reports, plans) and ensures confidentiality of project financial information.
- Maintains an adequate cash flow to ensure that there is sufficient cash to cover project activities and plans.
- Actively participates in all award-specific audit and donor assessments.
- Reviews and approves project budgets and quarterly financial reports presented by partner organizations, ensuring that all costs are correctly accounted.
- Reviews expenditure procedures, including adherence of procurement processes by SCI, partner organizations and donor policies.
- Carry out orientations on financial, award management procedures and donor requirements for staff and partner organisations.

**Financial Reporting**:

- Prepares periodic reports (ie, monthly, quarterly) as defined, Budget vs Actual, projections, and any other required donor submissions.
- Prepares and submits reports to Save the Children Regional Office and members.

**Audit and Compliance**:

- Managing/handling the yearly audit process for all partner organizations from start to due submission, reviewing content and donor compliance as well as following up on action on auditor´s comments according to partners´actions plans.
- Review SCI and partner organization’s procedures and business processes to ensure that they are in compliance with tax and audit requirements.
- Facilitates the audit process by ensuring that all documents are consolidated and readily available during audits.
- Responsible for the development and implementation of an audit action plan based on observations and recommendations from the external auditor in the Management Letter.
- Technical support to the partners of the same, as well as monitoring of their implementation.

To be successful, you will bring/have:

- A minimum of 3 years of management experience in a corporate or an NGO environment, of which two at a management level within the finance department of a national or international organization.
- Excellent analytical skills - the ability to analyse complex financial data and design and produce effective management information.
- Excellent experience of budgeting and budget management
- Excellent understanding of financial systems and procedures
- Experience handling audit processes is an asset
- Excellent experience of computerised accounts packages, Excel, PowerPoint and Word
- Excellent English and Spanish proficiency (written and spoken).
- Strong written and verbal communication skills and ability to communicate clearly with thoughtful, accurate information.
- Ability to manage a complex and diverse workload and to work to tight deadlines.
- Ability to build relations with partners, working collaboratively and providing motivation, support and advice as necessary.
- Proven ability to handle/prioritise challenging and multi-tasked workload in complex working environment.
- Strong interpersonal skills and ability to operate within a matrix role.
- Strong written and verbal communication skills and ability to communicate clearly with thoughtful, accurate information.
