- The Technical Consultant will support the Climate Ambition and Transparency Team to achieve the main goals: Collectively improve the overall knowledge of the scope and functioning of carbon markets and Article 6 of the Paris Agreement, challenges and key opportunities related to the implementation of these mechanisms in the LAC region. Work closely with the relevant stakeholders from the LAC Region to comply with the institutional, technical, and operational requirements to establish or participate in new or existing carbon markets. Promote exchange between south-south peers to share lessons learned, experiences, best practices, opportunities and challenges on carbon market mechanisms in the region. Outputs: Output 1. Technical inputs for the participating countries in the GCF Readiness Project are provided for the development of regulatory and procedural frameworks to implement carbon markets and enable ITMOs transfers under the Article 6 of the Paris agreement. Output 2. National and regional technical capacities, knowledge and governance are strengthened for carbon markets, including the institutional arrangements and potential stakeholders' identification to participate in the development of carbon projects. Output 3. South-south cooperation is enhanced by strengthening the regional knowledge regarding integrity of GHG mitigation projects intended to be accredited through specific mechanisms aiming to exchange mitigation outcomes. Output 4. Knowledge sharing, capacity building, and informed decision-making is promoted in the pursuit of sustainable development goals related to climate change mitigation and environmental integrity in Latin America and the Caribbean. Deliverables: Product No. 1. A report on the results of the prioritized sectors assessment in Panama, Guatemala, Nicaragua, Honduras, Argentina, Dominican Republic, Costa Rica, and El Salvador with high potential to play a crucial role as emissions reductions promoters in line with the NDCs commitments. Such report must include observations of the current status of the prioritized sectors in the participating countries, regarding potential challenges and strategies to advance Article 6 implementation. Product No. 2. A report on recommendations for adoption in each country of the baseline calculations, emissions projections, and carbon budgets guidelines, previously elaborated by the consultancy firms. An analysis from a technical perspective about the development of the procedures that countries must follow in order to achieve mitigation transfers according to the guidelines of Article 6 of the Paris Agreement and the national context must be included in the report. Product No. 3. A document containing an analysis with a description of the current capacities from the responsible entities for the adoption of the framework that countries in the region will use to address all the requirements for transferring ITMOs aligned with the international cooperation and mitigation goals. A descriptive report on the progress of technical and capacity building tasks related to corresponding adjustments, the regulatory requirements, and methodological guidance that will be developed for participating countries. Product No. 4. A report of the barriers identified for the private sector related to the implementation of projects under Article 6, including key topics in common between countries of the project and recommendations to tackle them. Specific tasks and responsibilities Responsibilities and Activities Under the direct supervision of UNEP’s Programme Management Officer for Energy Efficiency of the Climate Change Unit for Latin America and the Caribbean Office, the consultant shall perform the following activities: Work closely with the Technical Coordinator in Climate Change and Carbon Markets and the Projects Specialist in the bidding and contracting processes required for hiring consulting firms, country leaders, and international senior consultants for the implementation of the project. Contribute with the project team for the Regional Readiness in Carbon Markets and Article 6 project, ensuring the meeting strategic deadlines for overall project implementation. Work closely with the Technical Coordinator in Climate Change and Carbon Markets and the Projects Specialist in effectively managing technical, financial, and project team resources for the successful implementation of the Regional Readiness in Carbon Markets and Article 6 project. Develop comprehensive plans and guidelines for monitoring, follow-up, and evaluation of project implementation at the regional level, ensuring that project activities are on track and aligned with the project's objectives. Ensure the efficient implementation of activities and ensure monitoring of the Project's progress and compliance with indicators and objectives.
