The incumbent serves as a backup to the manager and will be assigned to a specific team. Incumbent may be asked to serve, as needed, in an area in which not primarily assigned. RESPONSIBILITIESAs a EEO Specialist you will: Assist manager and serve as a backup in their absence. Develop written communications, including letters, memorandums, reports and documents relating to the program policy and regulations.

Counsel employee and applicants in pre-complaint cases of discrimination filed against the CDC in a timely manner and in compliance with 29 C.F.R. 1614 and the EEO Commission's (EEOC) Management Directive 110 (MD-110). Conduct an inquiry during the initial interview with the aggrieved person for purposes of determining the claim (s) and basis raised by the potential complainant and for clarification of jurisdictional questions. Process pre-complaints and formal complaints.

Develop position papers and recommendations for policy changes that will ensure due process, as well as improve the overall efficiency of the complaints process. Provide advice and guidance to CDC mangers, review formal complaints of discrimination to decide if they should be accepted for investigation, reviews. Address management problems identified in the investigation by presenting recommendations for corrective action to the EEO Manager. Prepare settlement agreements and memorandum of understanding for signature of Complainants, Management Official, Office of the General Counsel, Office of the United States Attorney, and the Director of OEEO.

REQUIREMENTSCONDITIONS OF EMPLOYMENTUS Citizenship is required. Background Investigation is required. The U.S. Department of Health and Human Services is an E-Verify Participant. Direct Deposit: All Federal employees are required to have Federal salary payments made by direct deposit to a financial institution of their choosing. One-year probationary period may be required.

Supervisory position: No Time in grade (TIG) must be met within 30 days of the closing date of the announcement.

QUALIFICATIONSMinimum Qualification Requirements In accordance with Office of Personnel Management policy, federal employees are assumed to have gained experience by performing duties and responsibilities appropriate for their official series and grade level as described in their position description. Experience that would not normally be part of the employee's position is creditable, however, when documented by satisfactory evidence, such as a signed memorandum from the employee's supervisor or an SF-50 or SF-52 documenting an official detail or other official assignment.

The documentation must indicate whether the duties were performed full time or, if part time, the percentage of times the other duties were performed. It is expected that this documentation is included in the employee's official personnel record.
