Duties and Responsibilities BackgroundCreated in December 1999, the United Nations Office for Disaster Risk Reduction (UNDRR) is the designated focal point in the United Nations system for the coordination of efforts to reduce disasters and to ensure synergies among the disaster reduction activities of the United Nations and regional organizations and activities in both developed and less developed countries. Led by the United Nations Special Representative of the Secretary-General for Disaster Risk Reduction (SRSG), UNDRR has over 100 staff located in its headquarters in Geneva, Switzerland, and in regional offices.
Specifically, UNDRR guides, monitors, analyses and reports on progress in the implementation of the Sendai Framework for Disaster Risk Reduction 2015-2030, supports regional and national implementation of the Framework and catalyses action and increases global awareness to reduce disaster risk working with UN Member States and a broad range of partners and stakeholders, including civil society, the private sector, parliamentarians and the science and technology community.The position is home based in any country of the Americas & the Caribbean. The incumbent reports to the Deputy Chief of the Regional Office.Duties and ResponsibilitiesThe incumbent will carry out the following duties and responsibilities: Coordinate activities necessary for the functioning of the MCR2030 (Making Cities Resilient 2030) Regional Coordination Committee (CCR) in the Americas & the Caribbean. Promote strategic alliances and provide liaison between CCR members and other stakeholders to ensure the implementation of activities defined in the MCR2030-ROAMC plan of action and MCR2030 general agenda (i.e., subnational and national governments, international organizations, financial institutions, networks of local governments, private sector entities, universities, civil society organizations). Conduct due diligence, as prescribed, to enable new regional partners to join the MCR2030 and existing partners to advance in their resilience journey.Coordinate MCR2030s regional agenda and activities with programmatic priorities within UNDRR-ROAMC (Regional Office for the Americas and the Caribbean).
Ensure timely and efficient liaison with the global Secretariat and other MCR2030 regional focal points, as needed. Liaise with UNDRR officials and external advisory groups, as needed.Liaise with government officials both at local and national level, private sector representatives, international development banks, UN agencies, civil society and other stakeholders as necessary.Support MCR2030 ROAMC resource mobilization efforts and the development of funding proposals to support activities in the region. Coordinate activities related to budget funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and preparation of related documents/reports (pledging, work programme, programme budget, etc.).Ensure visibility and communication of impact of MCR2030 ROAMC in coordination with communication support consultants and under the guidance of the UNDRR regional communication official.In coordination with relevant UNDRR staff and partners, lead the design, development and implementation of the programmatic agenda for MCR2030 ROAMC. Establish strategic priorities and objectives.Contribute to the preparation of written outputs, as needed, e.g.
draft background papers, analytical notes, sections of reports and studies, inputs to publications, etc. Review and approve relevant documents and reports, as needed. Qualifications/special skills Academic Qualifications: Master's degree in social studies, urban and land-use planning, public or business administration, environmental management, international public management, education or related field is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.Experience: - A minimum of five years of progressively responsible experience in project or programme management, administration or related area is required. Experience in international urban development projects, advising of urban policies, programme management support to local governments, transnational city networks, or related areas is desirable.Experience in resilience, disaster risk reduction, climate change actions, sustainable development or related areas is desirable.
