Result of Service

The National Coordinator will report directly to the Adaptation Programme Officer. and will be primarily responsible for supporting the results of the project in Jamaica.

The National Coordinator´s main duties and responsibilities will include:

- Oversee and manage project implementation, monitor work progress, and ensure timely delivery of outputs in the target city.
- Follow -up work carried out by implementing partner(s) in Kingston, based on signed agreements Report to the Regional Coordinator regarding project progress. Reports should contain assessments of the progress of implementing activities, including reasons for delays, if any, and recommendations on necessary improvements.
- Act as a liaison and promote dialogue between national, provincial and local

stakeholders.
- Coordinate activities of the Technical Advisory Committee in the respective target city.
- Promote the participation of local communities in project activities.
- Support the Regional Coordinator in developing and implementing a comprehensive monitoring and reporting system.
- Ensure timely preparation of detailed Annual Work Plans and budgets for approval by the Regional Coordinator and the Project Steering Committee.
- Organise the Technical Advisory Committee meetings.
- Assist in the identification, selection and recruitment of local project staff and experts as required.
- Facilitate the work of the Finance Assistant.
- Provide a quarterly update of the expenses of the previous three months and the expenses expected for the next three months to the Regional Coordinator.
- Establish linkages and networks with the ongoing activities of other government and nongovernment agencies.
- Provide input to management and technical reports and other documents as described in the M&E plan for the overall project.
- Participate in training activities, report writing and facilitation of expert activities that are relevant to his or her area of expertise.
- Inform the Regional Coordinator immediately of any issue or risk which might jeopardize the success of the project.
- Provide on-the-ground information for progress reports.
- Liaise and coordinate with the Regional Coordinator and government authorities on a regular basis.
- Coordinate visits to project sites.

Ultimate result of service
- Project activities and deliverables in the target city are carried out as outlined in the Project Document.
- Proper coordination between the local project management unit, key local stakeholders and the rest of the project team.

**Responsibilities**:
The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment.
The UNEP Latin America and the Caribbean Office (LAC Office), located in Panama City, works closely with the 33 countries of the region and its activities are integrated into the Medium Term Strategy and the Programme of Work approved by the United Nations Environment Assembly (UNEA).

The Latin America and Caribbean (LAC) region is the second most urbanised region in the world, with ~80% of its population living in cities. Rapid urbanisation, coupled with limited urban planning and the associated expansion of cities, is degrading urban and peri-urban ecosystems that provide vital ecosystem services for urban communities. Ecosystem degradation poses a threat to urban communities and increases their vulnerability to natural disasters and climate change.

To address the vulnerability of urban communities, governments in the LAC region need to develop and implement cost-effective and low-risk solutions, such as Ecosystem-based Adaptation (EbA) protecting, maintaining and rehabilitating priority ecosystems in urban areas and its immediate surroundings.

As a result, UNEP is working with the Ministry of Water Land, Environment and Climate Change (MWLECC) of Jamaica to execute the Global Environment Facility (GEF) financed project “Building climate resilience of urban systems through Ecosystem-based Adaptation (EbA) in Latin America and the Caribbean in the cities of San Salvador, Kingston and Xalapa”, also known as CityAdapt.
