Technical Advisor On Climate Change Adaptation

Result of Service
The main objective of the position of technical advisor on climate change adaptation cooperation and support for the National Designated Authority is to contribute specifically to the execution of the following activities included in the project:
- Activity 1.4.1. Establish and operationalise a formal structure lead by the government under MiAmbiente as DNA to gather all different donors working on adaptation to coordinate and orient the different actions on adaptation.
- Activity 1.4.3. Perform an analysis of all the interventions made by donors related to adaptation during the past ten years and the results obtained.
- Activity 1.4.4. Organize periodic meetings where donors can present their proposed projects and programmes under the country programme, the results obtained from the implementation of these projects and programmes and how these results articulate with the country commitments.
- Support other activities: 1.3.1. Engage existing participatory spaces for climate change adaptation consultation, consensus-building and decision-making processes, and/or establish new ones if needed, and assess their strengths and needs, and possible role within NAP; 1.3.5. Organise annual participatory meetings of relevant stakeholders to present the state of art of the National Adaptation Plan and Adaptation NDC’s and the progress made to achieving the goals established by the country.
Additionally, the technical advisor on climate change adaptation cooperation and support for the National Designated Authority is expected to assist the National Project Coordinator and the Project Management Unit in the development and implementation of other project
- related activities, including attending national, regional, and local meetings, as required.
For the effective implementation of the activities, the technical advisor on climate change adaptation cooperation and support for the National Designated Authority will perform the following tasks:
1. Define the workplan, specific outputs and deliverables and estimated deadlines to comply with this Terms of Reference, which will be validated by the National Project Coordinator and the UNEP Adaptation Programme Officer at the UNEP-ROLAC.
2. Working in close liaison with the Plan A project team, the National Directorate for Climate Change and Environmental Sub Secretary Office, establish the roadmap for the climate agenda in Honduras with a special emphasis on adaptation issues.
3. Establish a cooperation Climate Change Adaptation Roundtable lead by government.
4. Support the elaborate of guidelines to help donors and cooperant to align their initiatives with the national and international commitments and needs on adaptation (Adaptation NDC’s and NAP).
5. Perform an analysis of all the interventions made by donors/cooperation, related to climate change adaptation during the past ten years and the results obtained.
6. Organize periodic meetings where donors/cooperation can present their proposed projects and programmes under the Climate Change Country Programme, the results obtained from the implementation of these projects and programmes and how these results articulate with the national and international country commitments.
7. Support the Plan A project team, to engage existing participatory spaces for climate change adaptation consultation, consensus building and decision-making processes, and/or establish new ones if needed.
8. Support to Plan A project team, to organise annual participatory meetings of relevant stakeholders to present the state of art of the National Adaptation Plan and Adaptation NDC’s and the progress made to achieving the goals established by the country.
9. Support to Plan A project team, to validation and prioritization of the project ideas identified in the NAP, through a participatory process.
10. Provide technical advice and assistance to the Sub Secretary Environmental Office, in climate change issues.
11. Carry out any other relevant tasks within his/her technical competence, as requested by the National Project Coordinator and/or the Adaptation Programme Officer at the UNEP Latin America and the Caribbean Office.
Outputs
