Result of Service
1) General objective:
Provide technical assistance to the indigenous organization Unión Nacional de Comunidades Aymaras (UNCA) for the development and implementation of actions to strengthen climate change management within the framework of the Platform of Indigenous Peoples to Face Climate Change (PPICC) and the prioritization of its climate agenda.
2) Specific objectives:
a. Provide technical assistance to the original organization National Union of Aymara Communities (UNCA), in its regional, local and community bases.
b. Facilitate the process and develop the necessary tasks for the formation and operation of indigenous peoples' platform to face Climate Change (PPICC) in the regional and local bases of the UNCA indigenous organization.
c. Strengthen the original organization UNCA for participation in processes related to coastal Andean REDD.
d. Provide legal and technical assistance to Aymara peasant communities.
e. Generate radio microprograms from the UNCA indigenous organization itself and spots in the Aymara native language.
OUTPUTS
Output 1.
Identify barriers and challenges to implementing the capacity-building program and the indigenous agenda of UNCA and develop recommendations for overcoming these challenges. The aim is to create an improved performance of the indigenous plan of UNCA, resulting in increased effectiveness in addressing the challenges of climate change and achieving its goals and objectives.
Output 2.
Development of a comprehensive evaluation of the indigenous agenda of UNCA, providing an assessment of its strengths and weaknesses, and making recommendations for improvement. In addition to constructing a communication and awareness strategy for the indigenous agenda of UNCA, aimed at increasing public understanding and support for the organization's efforts to address the challenges of climate change.
DELIVERABLES
Product No. 1.
A work plan and strategy, which includes:
- The analysis and assessment of the participation of the Indigenous organization in the sessions of the PPICC and the actions implemented in its work plan.
- Identification of needs for capacity building.
- The strategic actions to achieve effective participation of the indigenous organization in the PPICC and its implementation schedule.
- Recommendations to strengthen their participation in the PPICC and their climate action.
Follow-up on the agreements and actions developed to comply with the PPICC work plan.
Product No. 2.
- An evaluation report of the indigenous agenda of UNCA, which contains objectives, methodology, key actions to face climate change in adaptation and mitigation and the communication and awareness proposal.
Product No. 3.
- Report on elaborating the communication and awareness strategy. This must include:
- Key actions, mapping of actors, the scope and communities with whom the communication resources will be distributed.
- The scripts and the final version of the 02 spots and programs, 02 microprograms, and a segment of recommendations for their use and dissemination must be included. In Spanish and the original Aymara language on the impact of climate change and actions that they develop to face it.
Product No. 4
- Final report, which includes the identification of barriers and challenges for implementing the capacity-building program and the indigenous agenda of UNCA. The report must include the mapping of the UNCA organization and recognize local and community bases to propose future actions developed from implementing the PPICC work plan.

Throughout the work that UNEP engages in, the Paris Agreement on Climate Change marks a turning point to an emerging climate regime that brings all the states and the actors together to a new global platform to address the growing risks to our planet.
The climate crisis that affects the planet continues to worsen, and its effects, which threaten to become irreversible, continue to affect the territories and populations of all the Andean countries, including Peru. The recent COP 27 held in Egypt has confirmed that global temperatures continue to increase, and greenhouse gas emissions have not been reduced.
