Result of Service
Objective
The technical consultant will support the Governments of Latinamerica and the Caribbean in the implementation of Article 6 of the Paris Agreement, in order to achieve mitigation goals under their National Determined Contributions and increase climate ambition. In addition, the consultant will contribute to the strengthening of the Enhanced Transparency Framework (ETF) of the Paris Agreement through information management as a way to demonstrate the additionality of mitigation and adaptation actions, ensure environmental integrity in climate action, promote exchange among experts from the region and provide training to strengthen countries in the negotiations of Article 6 according to their national priorities.
Ultimate Result of the Service:
The technical consultant will develop the following results:
¿ Countries of the region are motivated to participate in different mechanisms of Article 6 of the Paris Agreement, as part of their Long-Term Strategies to comply with their Nationally Determined Contributions, and regional competitiveness and access to international markets is guaranteed. In greater detail, countries will improve: 1) technology, modeling tools, capacities and financing to generate and/or use Internationally Transferred Mitigation Outcomes (ITMO) profitably and increase climate ambition; 2) methodologies based on national priorities, information management and data availability to establish baselines, monitor emission reductions and determine their additionality, in line with the Enhanced Transparency Framework.
¿ Environmental integrity of actions motivated under Cooperative Approaches (Article 6.2 of the Paris Agreement) and Sustainable Development Mechanisms (Article 6.4 of the Paris Agreement) is guaranteed in the region, based on specific circumstances of the countries.
¿ Countries have solid accounting and transparency frameworks to comply with the modalities, procedures, and guidelines (MPG) of the reporting processes that imply the use of the mechanisms of Article 6 of the Paris Agreement, in line with the Enhanced Transparency Framework (including Biennial Transparency Reports and necessary information to track progress regarding the use of cooperative approaches under Article 6). In addition, it is expected that countries receive support for the measurement, reporting, and verification (MRV) of the emission reductions of Nature Based Solutions guided as per the Intergovernmental Panel on Climate Change (IPCC) Guidelines, for the “transfer-based financing” carried out under article 6.
¿ Collaboration in the development of a climate transparency analysis that reflects the transition of some countries in the developing region towards the implementation of the Enhanced Transparency Framework, including the development of a transparency index.
¿ Insights are provided to develop a high-level assessment of regional capacity and knowledge gaps and needs, and experiences and lessons learned are summarized to date to address such gaps and needs on implementing the enhanced transparency framework under the Paris Agreement.
¿ Capacity is developed on issues related to Article 6 of the Paris Agreement, to improve understanding of the mechanisms, challenges and key opportunities related to the implementation of Article 6 and the reporting, monitoring and verification requirements, in line with Enhanced Transparency Framework.
¿ Exchange between south-south peers is promoted to share lessons learned, experiences, best practices, opportunities and challenges on Article 6 mechanisms and climate transparency actions in the region, and technical guidelines are generated for the CBIT Global Coordination Platform and the Long-Term Strategy Regional Planning Network.
Outputs
Output 1. Country decision makers have up-to-date information on the state of the situation by country in the region regarding the implementation of carbon pricing instruments (CPI) and project initiatives according to territorial priorities in order to identify opportunities and include these instruments in their long-term strategies (LTS), achieve their National Determined Contributions (NDCs) and increase climate ambition.
Output 2. Countries have support to have solid accounting and transparency frameworks, to comply with the modalities, procedures and guidelines (MPG) of the reporting processes that imply the use of mechanisms of article 6 of the PDB, in line with the Enhanced Transparency Framework ( ETFs).
