- Objective.

Under the supervision of the Climate Change Coordinator for Latin America & the Caribbean, the National PA consultant will be responsible for supporting specific countries that developed NATIONAL country concept notes of e-mobility to initiate dialogue multilateral organizations to obtain funding. Since these programs do not align with existing regional investment programs in e-mobility, the National PA consultant will guide countries in the process of submitting their national concept note proposals to the GCF and to potential co-financers.

1. Meetings with countries, GCF and multilateral organizations

The National E-mobility PA consultant will organize, promote, and deliver meetings and workshops with relevant stakeholders from governments, multilateral organizations and the GCF to coordinate initiatives and project proposals. In addition, the consultant will support workshops with countries´ stakeholders from the public sector, multilateral organizations, and the private sector
- if needed.

2. Program design

The consultant will provide strategic support to governments to develop competitive projects that align with the criteria of multilateral organizations and to engage with these banks that are interested in developing e-mobility programs in the region.

The consultant will support countries in 1) Defining the details of programs with technical government counterparts 2) Aligning the current concept notes´ scope and components according to criteria of multilateral banks3) Engaging with multilateral organizations to coordinate efforts to respond to the countries needs for project design and preparation

3. National validation

The consultant will deliver monthly national workshops to validate the proposals.

The consultant will develop all the necessary materials for these workshops such as: written documents to be shared before the meeting, facilitation strategy, PowerPoint presentations, forms to receive feedback on proposals and summary report of inputs received by stakeholders and experts.

4. Final report of national advances

The consultant will develop a final report highlighting 1) the detail and scope of NATIONAL projects that can be implemented by multilateral organizations and the GCF 2) the results of meetings held with governments and multilateral organizations 3) the final National concept notes and their technical appendixes.

**Responsibilities**:
The consultant will be responsible of:

- Having the necessary information for the creation of the concept notes
- Engaging with the appropriate counterparts
- Contacting experts to provide support during workshops (Project Clinics)
- Writing the document and all providing all the necessary annexes. Developing all the material and documents needed for workshops (Project Clinics) such as presentations, reading materials, and feedback mechanisms.

Product 1: Working Plan. This report will contain i) a working plan calendar highlighting the chronological order of task and meetings with countries, GCF and other multilateral organizations. The report will also highlight the proposed methodology to receive input from countries, GCF and multilateral organizations throughout the consultancy.

Product 2: National proposals and alignment analysis. This document will contain the following: i) Description of projects prioritized by countries in technical notes, ii) Detailed list of GCF accredited entities that can be involved in the projects iii) Analysis highlighting how countries proposals align with the funding criteria of multilateral banks iv) Summary of meetings with public stakeholders, GCF and multilaterals

Product 3: National Concept note/s. This report will contain the concept note for countries that will be submitting new concept notes with an accredited entity to the GCF. This document will contain the following sections for each project’s concept note: i) Context and baseline, ii) Project/ Programme description and theory of change, iii) Expected project results aligned with the GCF investment criteria, iv) Engagement among the NDA, AE, and/or other relevant stakeholders in the country, v) Financing by components, vi) Justification of GCF funding request and vii) Sustainability and replicability of the project (exit strategy).

Product 4 : Final NATIONAL report: Final report highlighting 1) the detail and scope of projects that can be implemented by organizations and the GCF in their funding programs 2) the results of meetings held with governments and multilateral organizations highlighting the feedback received in those meetings 3) the final NATIONAL concept notes and their technical appendixes for those group of countries that do not have funding proposals approved or pending approval Work Location
