CBIT's most important contribution will be to strengthen Argentina's reporting capacities so as to adequately comply with the requirements of the Enhanced Transparency Framework through the new reporting format under the

Paris Agreement:
the Biennial Transparency Reports (BTR).

In order to carry out the activities of Argentina's CBIT project it requires the hiring of a Subnational GHG Emission Expert Consultant.


Ultimate Result of the Service:

  • Subnational activity data needed to develop GHG inventories is compiled and assessed.
  • The subnational technical capacities to compile GHG inventories is enhanced.
  • Engagement with local stakeholders is enhanced.
  • Collaboration in the organization of meetings with local stakeholders is provided.
Outputs / Work Assignments


Prepare a proposal of an agenda, one per province, for the meetings with the technical climate teams of Buenos Aires, Jujuy, Santa Fe and Tierra del Fuego.

Each agenda must include topics to discuss with the subnational teams and a brief background on how the province has made progress in climate action.

Elaborate a map of the stakeholders related to climate in Buenos Aires, Santa Fe, Jujuy and Tierra del Fuego.

The stakeholders should be related to the elaboration of the GHG Inventory or monitoring of mitigation actions and the proposed agenda.

The map should include a description of the importance of each stakeholder in the province climate action, which data each stakeholder generates and/or how the stakeholder articulates with the COFEMA focal point.


Propose which should be the main outcomes of the meeting in Tierra del Fuego in order to enhance the reports to the UNFCCC and the National Plan of Adaptation and Mitigation to Climate Change.

Collaborate in the organization of the meetings in Buenos Aires, Santa Fe, Jujuy and Tierra del Fuego.

Systematized the information generated in the meetings in Buenos Aires and Jujuy.

Product 1:

Report including the proposed agendas, the stakeholders maps for the meetings in Buenos Aires, Jujuy and Tierra del Fuego, and the proposed main outcomes of the meeting in Tierra del Fuego.
