How can you make a difference?

Emergency Preparedness

  • Provides professional assistance to Country Offices (COs) in risk analysis to identify emergency-prone conditions/situations and contribute to early warning and timely emergency preparedness.
  • Assists Regional Office (RO) and COs in the formulation of plans of action in preparation and response to emergencies. Gathers information on best practices in emergency situations for the preparation of COs contingency plans.
  • Identifies formal and informal sources of information. Collects, interprets and analyses all available data on the evolving emergency situations in Latin America and the Caribbean (LAC) countries and their implications to the emergency operations. Keeps an effective flow of information and communication for the planning and implementation of COs emergency measures. Identifies availability of resources in emergency prone areas.
  • Assists in organizing and conducting staff training for COs capacity building in emergencies preparedness and response. Provides briefing, as required. Participates in other emergency training workshops in the region and contributes to enhancement of the emergency preparedness and response capability of COs staff.
Emergency Response

  • In the event of an emergency, promptly assists COs in implementing the initial operational tasks relating to emergency assistance. Immediately collects reliable information from the regional level, to verify the nature and extend of the emergency with other UN agencies and NGO partners.
  • Assists supervisor with assessment of COs' emergency and security situation. Supports COs in conducting initial assessments of the magnitude of the crisis and its implications for children, mothers and the communities. Assists COs with the assessment of their emergency preparedness plans and their ability vis-à-vis the current crisis, as well as immediate and additional needs. Provides input to COs in determining priorities and an appropriate intervention by
    UNICEF. Establishes contact with UN agencies, NGOs and other partners at regional level, to support COs response to emergency situations.
  • Supports COs in implementing the emergency preparedness and response plans as necessary. Assists COs in identifying urgent staffing requirements and timely delivery of assistance and procurement of supplies.
Emergency Project

  • Supports the implementation of COs plans of action and workplans for emergency projects. Prepares inputs for appeals and updates related to emergency situations in the region. Coordinates with RO and COs programme sections staff to mobilize donor response and recovery/rehabilitation-related funding, including humanitarian appeals and documents.
  • Collects and analyses lessons learnt from
    UNICEF's emergency operations experience and contributes towards adoption of best practices and standards by COs, for longer-term emergency interventions. Assists in identifying longer-term requirements of COs emergency intervention/operations.

The following minimum requirements:

  • Education: University degree in one of the following fields: social sciences, public administration, law, public health, nutrition, international relations, business administration or other related disciplines.
  • Work Experience: At least two years of relevant professional work experience at the national and/or international levels in emergency related programme/projects development, planning, implementation, monitoring, evaluation, or administration.
  • Language Requirements: Fluency in Spanish and English is required.

The following desirables:

  • Developing country work experience. Training/experience in emergency response management highly desirable.
  • Knowledge/experience in migration and humanitarian operations in the LAC region, including in reporting and monitoring, is an asset.
  • Experience with
    UNICEF is an asset.
  • Knowledge of another official UN language (Arabic, Chinese, French or Russian) or a local language is an asset.
