The International Federation of Red Cross and Red Crescent Societies (IFRC) is a membership organization, consisting of the world's 192 National Red Cross and Red Crescent Societies, acting through more than 160,000 local branches or offices and with 14 million community-based volunteers.

The Regional Head, Supply Chain Management is based in Panama, Panama. The position reports to the Regional Head of Corporate Services.

The technical manager for this position is the Director of Global Supply Chain and Humanitarian Services based in Geneva, Switzerland.

The post holder integrates the management team of Corporate Services of the Americas Regional Office, leads the regional supply chain and humanitarian services in the Americas region and forms part of the global supply chain and humanitarian services team.


Supply Chain Management is a function dedicated to:
  • Provision of goods and services to the member National Societies of the Region to deliver to the most vulnerable;
  • Provision of capacity development support to the member National Societies, improving the efficiency and effectiveness of the supply chain and strengthening its control;
  • Building on and utilising the capacities of the National Societies in the Region and the Participating National Societies in SCM


Key Stakeholders of this position are: operation managers, appeal managers, project managers, heads of delegation, and, director generals and secretary general of red cross societies; and, counterparts in humanitarian agencies, governments and universities.


Job Purpose:

The Regional Head, Supply Chain Management supports strategic development of the Humanitarian Hub of IFRC in Panama, in coordination with National Societies in the Americas, and in coordination with the Strategic Partnerships and Resource Mobilization Unit.

The IFRC Humanitarian Hub has 4 main components: (1) Think Tanks - with a focus on Disaster Law and Humanitarian Diplomacy (2) Training - with an emphasis on eLearning (3) Coordination - focused on the networks of Emergency Operations Centres and (4) Logistics. Areas to develop in the Hub include identification of thematic and partner funding opportunities, Information Management, Humanitarian Diplomacy, training/ELearning and expanding logistics services to partners.
Job Duties and Responsibilities:Service Delivery
  • Be accountable to ensure the availability of all goods and services such as cash and in kind (right quality, right price, right time) in close coordination with the global operational supply chain team, global procurement team and where applicable with global fleet;
  • Assume full accountability for delivering best value for money for the Cluster and Country offices and operations.
  • Ensure KPIs for the operational logistics, procurement and supply chain function are captured and reported to the senior management team on a quarterly basis;
