Job Description The National Institute of Vocational Training and Training for Human Development (INADEH) began its operation in 2006, as a result of the restructuring of the National Institute of Vocational Training (INAFORP) created in 1983. A comprehensive transformation and improvement Plan was defined with the active participation of the Board of Directors, the technical team and the Management of INADEH, CAF, OIT, ALECOP and UNOPS. As a result of an internal consultation process, three work components were defined: academic, institutional and infrastructure, and terms of reference were configured around them. Currently, there is an operational manual for the project "INADEH Comprehensive Transformation and Improvement Plan",obtained through non-reimbursable technical assistance from CAF executed by UNOPS.

For this project, the following general purposes were established: Improve the quality and relevance of the educational offer for employment and entrepreneurship. Expand the skills and participation opportunities of the beneficiaries of the training processes, based on the current and future demand of the productive sector of Panama. Reposition INADEH as the governing body of the State in matters of professional training, job training and business management in the country. Renew the infrastructures for professional training linked to INADEH's Mission and Values.

**Hierarchical lines**: The person who has the responsibility of Project Assistant will report directly to the Project Coordinator located at the project headquarters in Panama City, Panama. Task description Assume responsibility for all administrative tasks, including logístical support to project staff, travel coordination, visas, hotel reservations, etc. and to providelogistics coordination for conferences, seminars, workshops and meetings. Support the Project Coordinator and the National Project Officer in the programming and preparation of budget estimates and expenditure projections, analyzing and monitoring the situation of resources in relation to planned activities.

Maintain a perspective of the financial situation of the project to ensure thattimely administrative support is provided in general and particular areas. prepare and modify budget codes and budget data both in budget proposals, revision and readjustment Prepare and process transactions in IRIS including Contracts, Travel Requests, Purchase Orders, Purchase Requests and External Payment Authorizations. Support the Project Coordinator and the National Project Officer in maintainingthe project's financial transaction systems, in accordance with ILO financial rules and regulations. Prepare administrative and financial briefing material for the Project Coordinator and National Project Officer for reporting purposes and meetings with the Project Steering Committee.

Keep abreast of the requirements of the progress reports and their schedule, providing support to the Project coordinator and the National Officials for the preparation of the presentation. Provide information to the project implementation partners on the administrative and financial procedures of the ILO. Inform the Project Coordinator about potential difficulties that may arise from the administrative and financial management capacity and the competence of the project implementing partners to address the problem in a timely manner. Provide informal and formal interpretation and translation if required Perform other functions assigned by the Project Coordinator, the National Project Coordinator.

Required Qualifications Education Completed secondary education and technical training in an administrative field. Knowledge of procedures for the preparation of documents and administrative forms and for the creation and maintenance of filing systems. Experience Five years of administrative work with progressive responsibility. Demonstrated experience supporting the implementation of technical cooperation projects and working effectively with government entities in charge of policy formulation and with development partners will be considered an advantage.
