- Full-Time**Duties and Responsibilities**:
- Develops strategy and make recommendation to INL and CBP to improve border security in Panama.
- Assists INL to implement numerous projects and programs with the Panama National Border Service (SENAFRONT) and any other Public Security forces involved in border security.
- Advises the INL Law Enforcement Program Manager and INL Panama leadership on developing, planning, and implementing all border security program activities to include policy, training, equipment, infrastructure, and interministerial coordination.
- Serves as the INL Panama Border Security Program planning and operations officer, responsible for long range planning of border security program activities and ensuring that the Border Security Program is closely coordinated with the Justice, Maritime Security, and Aviation programs.
- Assists INL to develop program strategies and implementation plans within the rubric of current U.S. assistance and Panamanian national strategies, making recommendations to adjust those programs and strategies. Coordinates with all U.S. government agencies and Government of Panama (GOP) ministries that interact with the INL Panama Border Security Program throughout the country.
- Plans, coordinates, and carries out assigned projects.
- Develops and maintains professional relationships with Panamanian officials to advance projects.
- Maintains appropriate confidentiality of sensitive government business.
- Provides weekly, monthly, quarterly and annual reports of relevant program activity, progress toward desired impacts, recommendations for advancing program and U.S. objectives, project highlights, and other relevant significant information including metrics, milestones achieved, and other relevant statistical data.
- Reports on scheduled upcoming meetings, trainings, and other activities.
**Travel Requirements**:

**Minimum Qualifications**:
- U.S. citizen or local national.
- Bachelor’s degree in international relations, law enforcement, public policy or related field, ten (10) years of professional experience can be substituted.
- FSI level 3/3 Spanish, FSI level 3/3 English.
- Fifteen (15) years of law enforcement experience in border security/border control operations.
- Four (4) years of experience in roles that include strategic planning, resource management, budgeting, oversight and evaluation, and active management of law enforcement or border security operations.
- Demonstrated experience in managing program resources in an overseas environment, including project/program design, implementation and evaluation.
- Graduate from a certified law enforcement training academy.
- Experience briefing in Spanish and English.
- Demonstrated ability to work independently on projects and issues within overall policy guidelines.
- Ability to develop and maintain professional relationships with Panamanian officials to advance projects.
- Ability to maintain appropriate confidentiality of sensitive government business.
**Preferred Qualifications**:
- Experienced in the planning, budgeting, and operation of border security/border control programs at the U.S. federal level.
- Ability to communicate effectively in both English and Spanish, both written and verbally at the FSI 4/4 level.
- Experience working overseas and/or coordinating with other relevant U.S. government agencies (e.g., Departments of Homeland Security, Justice and Defense, USAID, etc.), international institutions (e.g., United Nations, UNODC, Inter-American Development Bank, etc.), and foreign government entities.
- Knowledge of Panamanian border, immigration, law enforcement and justice sector issues.
- Knowledge of Department of State and INL Bureau functions, roles, and responsibilities.
