**JOB PURPOSE**:
To support the conduct of impartial, credible, and useful decentralized evaluations in the region, in the following areas: food systems, nutrition, climate change, resilience, social protection, emergency response, gender and capacity strengthening. The evaluation specialist would be part of a team responsible for conducting WFP evaluations. Under this position, the incumbent could be assigned to either the Team Leader or Team member position within the evaluation team.
**KEY ACCOUNTABILITIES (not all-inclusive)**:
Depending on your experience level and expertise areas, you will be involved to a greater or lesser degree in work related, but not limited, to the following:
**Level II Consultancy**:
**Team Member**
1. Carry out an in-depth desk review of relevant background documentation made available by WFP or partners for the evaluation.
2. Contribute to the design of the evaluation methodology in their area of expertise and follow the methodological approach, as agreed in the inception report.
3. Collect, evaluate, and synthesize primary and secondary data, as assigned, through field work, interviews, and meetings (virtual or in person) with relevant stakeholders, among others.
4. Contribute to the consolidation of all evidence collected during the evaluation process in a structured format following the evaluation matrix.
5. Participate in the analysis and discussion of evaluation issues and questions with the team.
6. Provide technical advice and guidance to the team throughout the evaluation process and high-quality inputs and analysis of the collected data, for the assigned area of expertise.
7. Contribute to the drafting and revision of all evaluation deliverables envisaged in the overall evaluation, including the inception report, the end of field work (i.e., exit) debriefing presentation, the evaluation report and summary, and the 2-3 pager evaluation brief, in line with WFP’s Decentralized Evaluation Quality Assurance System, and as assigned by the Team leader and in their technical area of expertise.
8. Build and maintain a positive relationship with all evaluation stakeholders and conduct the evaluation in a participatory manner while safeguarding its self-starting and maintaining high ethical standards at all stages of the process.
9. Communicate in a timely manner with the Team Leader on any issues requiring its attention and intervention.
10. Through the evaluation process, contribute to the capacity strengthening of evaluation stakeholders, and agreed with the Team Leader.
**Level III Consultancy**:
**Team Leader**
1. Lead, guide and manage the evaluation team, including organizing the division of labour within the team and designating contributions to the evaluation deliverables.
2. Define the evaluation strategy and methodology, guiding the development and implementation of the evaluation tools.
3. Ensure an in-depth desk review of relevant background documentation made available by WFP or partners for the evaluation.
4. Lead and coordinate the primary and secondary data collection by the evaluation team through, inter alia, face to face or virtual interviews and meetings, and during the evaluation mission with key stakeholders.
5. Lead and develop the data synthesis and analysis by the evaluation team, and ensure that all evaluation findings are relevant, credible, and sufficiently validated and triangulated.
6. Identify and develop the deliverables envisaged in the overall evaluation, including the inception report, the end of field work (i.e exit) debriefing presentation, evaluation report and summary and the 2-3 pager evaluation, in line with WFP’s Decentralized Evaluation Quality Assurance System.
7. Guide, manage and represent the evaluation team as required, in the presentation of the evaluation findings to key stakeholders during all planned debriefing sessions.
8. Advocate and engage stakeholders’ groups, both internal and external to WFP, appropriately in the evaluation process and manage communications.
9. Lead, motivate and ensure that the evaluation team maintains a positive relationship with all evaluation stakeholders, and that the evaluation is conducted, in a participatory manner while safeguarding its dependence
