**JOB PURPOSE**:
Being an active member to the team that promotes the generation of programmatic evidence and support capacity strengthening effort in the region (e.g. monitoring exercises, needs assessment and situation analyses, programme design, targeting, cost effectiveness, and operational efficiency).

**KEY ACCOUNTABILITIES (not all-inclusive)**:
Depending on your experience and expertise areas, you will be involved to a greater or lesser degree in work related, but not limited, to the following:
**Level I Consultancy**:
1. Support the development of RAM (Research Assessment and Monitoring) projects and activities, plans and processes, ensuring alignment with wider WFP policies and guidance.

2. Support the development of systems and tools for the monitoring and assessment of food assistance needs in line with innovative methodologies and best practice.

3. Support the development of food security and vulnerability analysis and the preparation of timely reports on food assessment needs in line with wider RAM policies, processes, and guidance to enable effective decision-making on the development of country strategy, policies, and programmes.

4. Provide assistance on the coordination of data gathering and monitoring systems ensuring that rigorous quality standards are maintained.

5. Liaise with implementing partners (internal and external) to monitor ongoing projects, ensuring effective collaboration, timeliness and efficiency and highlight potential risks to project delivery.

6. Support the capacity building of WFP staff, partners and national government to conduct vulnerability analysis to effectively inform preparedness and response activities.

7. Provide support to relevant partners that are focusing on food security and nutrition issues to enable sharing of experience, lessons learned and best practice.

8. Coordinate with the Evaluation colleagues the tracking and monitoring of evaluations recommendations.

9. Support the testing of new tools for evidence generation for capacity strengthening and resilience building.

11. Act in an assigned emergency response capacity as required to meet emergency food assistance needs.

**Level II Consultancy**:
1. Lead the monitoring Oversight exercise for the region.

2. Guide and supervise more junior staff, acting as a point of referral and supporting them with analysis and queries.

3. Assist COs during the annual reporting exercise in particular with checking data quality and data consistency in COMET (Country Office Monitoring and Evaluation Tool).

4. Act as COMET focal point for the region.

5. Manage monitoring exercises and needs assessments that are impartial, independent, credible, and meet professional standards.

6. Assist in the planning, preparation and data collection process of various monitoring and assessment exercises (both remote and face to face).

8. Manage food security and vulnerability assessments and monitoring as well as other joint assessments.

9. Contribute with the capacity building implementation of WFP staff, partners and national government to conduct food security and vulnerability analysis, as well as other joint assessments to effectively inform preparedness and response activities.

10. Guide the emergency preparedness (EPR) team in data management and support to disaster management agencies in the initiative to strengthen assessment capacities.

11. Guide and supervise more junior staff, acting as a point of referral and supporting them with analysis and queries.

12. Promote the utilization of innovative tools for data collection and analysis (mobile, remote, chatbot, etc).

13. Advice Country Offices with review and digitalization of assessment data collection tool with either ODK, Kobo or MDCA or any other tool identified by the Country Office.

**STANDARD MINIMUM QUALIFICATIONS**:
**Education**:

- Advanced University degree in Economics, Environment, Climate Change, Nutrition/Public Health, Social Sciences, Statistics, International Studies, Development Studies or other relevant field, OR First University Degree with additional years of related work experience and/or trainings/courses.

**Years of experience**:
