**Country Liaison, Adviser, FP2030 Latin America & Caribbean Regional Hub
**ROLE PURPOSE**

**Context**:Family Planning 2030 (FP2030) is a global partnership of governments, civil society, multilateral organizations, donors, private sector, and researchers committed to supporting the rights of women and girls who wish to use contraception. FP2030 vision is a future where women and girls everywhere have the freedom and ability to lead healthy lives, make their own informed decisions about using contraception and having children, and participate as equals in society and its development. The FP2030 Support Network includes five regional hubs: North, West and Central Africa; East and Southern Africa; Asia and the Pacific; and Latin America and the Caribbean, and North America and Europe, led by an Executive Director who reports to the Governing Board. The FP2030 LAC Hub will be headed by a Managing Director supported by a small team, of which the Gender Senior Advisor will be part. Save the Children and PROFAMILIA-Colombia working in a collaborative manner have been selected as the host of the FP2030 Latin America & Caribbean Regional Hub.

The Country Liaison Adviser promotes and manages engagements with country focal point structures and with non-governmental stakeholders.

**Engagement with non-governmental partners and stakeholders at the regional and national level**:

- Lead introductory sessions with non-governmental actors (NGAs) to present FP2030, explain what a commitment with FP2030 entails, and go through the NGA commitment form.
- Follow-up on NGAs to encourage the drafting of their FP2030 commitment and solve any doubts that may arise.
- As the point of contact (POC) for NGA commitments at the LAC Hub, follow the steps of the review and finalization process set up for all hubs to follow.
- Provide feedback to the NGA commitment drafts received.
- Submit the final version to the NAE Hub for publication.
- Maintain NGA commitment makers informed and engaged with the LAC Hub’s activities.
- Development and roll-out of a partnership fund. A first call for proposals took place in Q2 2024 with a 6-month implementation period for the selected proposals. More calls for proposals to come.
- Co-coordination of a regional community of practice on family planning and contraception (members represent international cooperation and UN agencies, civil society, community and grassroot organizations, academia and research centers, government entities, private sector, NGOs, youth and adolescents, and other actors whose work is related to the sexual and reproductive health and rights agenda).
- Coordinate closely with the Hub’s Advocacy Advisor to support the implementation of a regional advocacy strategy for FP2030 i, and to ensure that country activities are deeply grounded in a rights-based approach.
- Coordinate closely with the relevant staff supporting country and youth engagement and partnership, ensuring continued engagement of civil society and youth focal point networks in the region.

**Set up and management of country focal point structures**:

- Communicate with and invite potential members to a country’s focal point structure.
- Coordinate with the government institution (e.g. Ministry of Health) leading the FP2030 commitment process.
- Lead convenings (to include virtual and in-person convenings as appropriate) of focal points and country partners.
- Lead the process of developing a national action plan for the implementation of the commitment.
- Lead the process of developing an accountability and monitoring strategy.
- Identify, communicate, and oversee focused areas of support to advance progress in country commitments across key thematic areas, including data, adolescents and youth, rights, financing, High Impact Practices (HIPs) in FP, Emergency Preparedness and Resilience (EPR), FP integration.
- Contribute to country/regional sharing of best practices, lessons learned, and available tools, resources and up to date information across the designated countries.
- Support evidence-based dialogue and deepened engagement with key national governments, policy makers and country-level partners in the designated countries.Coordinate with relevant external partners to proactively identify opportunities for collaboration with new and emerging partners to advance the commitment goals of designated countries.

**Advancing engagement with government stakeholders for the development of State commitments with FP2030**:
Under the leadership of the LAC Regional Hub Managing Director, and the Senior Advocacy Advisor:

- Support engagement with new LAC countries and other key country partners in the region to secure political commitment to FP2030, as appropriate.
