***: HIAS seeks a Deputy Regional Director, Central America & the Caribbean to support HIAS' programs and operations in the LAC region and engage in program implementation, advocacy, communications, fundraising and coordination with key stakeholders, including UN agencies, INGOs, local organizations and government agencies. The Deputy Regional Director, Central America & the Caribbean will report to the Senior Vice President, LAC, and will support HIAS' operations in Honduras, Guatemala, Costa Rica, Panama, Guyana and the Caribbean. The LAC migratory and humanitarian context is complex and requires robust partnerships, quality interventions and effective coordination to meet the needs of diverse migrant populations, primarily Venezuelans, Nicaraguans and those from Northern Central America. HIAS' humanitarian assistance programming in the region consists of gender-based violence prevention and response (GBV), community-based mental health and psychosocial support (MHPSS), economic inclusion, legal protection, WASH and urgent protection needs.

Organizationally, HIAS is guided by its Refugee Rights Framework. This rights-based approach, grounded in international human rights, humanitarian and refugee law and practice, provides a programming framework for HIAS' focus on refugee protection. This framework prioritizes programming impact that ensures forcibly displaced people realize their potential and become contributors to society, with this impact being achieved through the realization of legal and civil rights and social and economic rights, including through: 1) the right to protection from harm, violence and discrimination, 2) the right to recovery from the shock of displacement, and 3) the right to economic self-sufficiency and inclusion. ESSENTIAL FUNCTIONS: PROGRAMMATIC & OPERATIONAL QUALITY ASSURANCE Supports coordination between programming and operations with the objective of improving the quality of HIAS programs and the impact on the populations that HIAS serves by liaising with Finance, Budget & Fiscal Compliance, Security, IT, SAM and Technical Team at the regional and HQ level to assure country operations have the necessary tools and support to implement programs by working closely with the Program Manager, LAC and other Programs regional colleagues.

Assists the Senior Vice President, LAC to facilitate a close and efficient coordination of regional staff and HIAS HQ's support to country offices on programming, operational and funding issues and assist in navigating the organization on behalf of the country programs. Supports the Senior Vice President, LAC to coordinate with HIAS' technical program staff to ensure HIAS' methodologies and approaches are uniformly implemented across HIAS Central America and Caribbean programs, taking into account respective local contexts. Contributes to the development and roll-out of new HQ guidance, ensuring that the guidance is contextualized for each country operation. Supports the Senior Vice President, LAC to coordinate with HQ finance and grants management in the follow up of program spending and financial and project compliance and to work with field leadership and HQ finance and grants management to address variances.

Performs other duties as assigned. THOUGHT LEADERSHIP & ADVOCACY Working closely with the Senior Vice President, LAC and the Advocacy & Communications Manager, LAC, contributes to and shapes policy, advocacy, messaging and strategies that focus on the Central America and Caribbean region or individual countries in the region at the international, US, EU, regional and country level. Supports the development and implementation of an advocacy strategy for HIAS Central America and the Caribbean appropriately modified to each country context in close coordination with HIAS's Advocacy & Communications Manager, LAC and relevant country office staff, and by liaising with HIAS' Advocacy and Communication teams at HQ. Stays abreast of political, social, economic and cultural developments that have an impact on the protection environment in the region.

In close coordination with HIAS's Advocacy & Communications Manager, LAC, and other HIAS colleagues, contributes to increase HIAS' visibility regionally, including by attending regional coordination meetings and advocacy briefings and speaking on behalf of HIAS, as needed. Performs other duties as assigned. DONOR DIVERSIFICATION & BUSINESS DEVELOPMENT In line with HIAS' organizational strategic goals, and in close coordination with HIAS' Fundraising Manager, LAC, HIAS Europe and HIAS' Institutional Development team, supports the diversification of regional and global funding. Contributes to the program design, drafting, budget development and editing of high-quality proposals that are competitive and align with HIAS' Refugee Rights Framework as needed.
