Output 1. Improve countries’ capacity and engagement in the process of formulating and implementing Nationally Determined Contributions (NDCs) in Latin America and the Caribbean, through NDC Partnership funds.
Product No. 1
1.1 A set of two (2) proposals sent to the NDC Partnership in the form of Thematic Call or Partnership Action Fund (PAF) for countries in Latin America in the Caribbean, including technical / methodological approach to address the requirements of the country needs as well as breaking down the financial resources required to meet the objectives of the projects.
1.2 Narrative and Financial Reports of the Partnership Action Fund (PAF) for the ongoing projects in Panama and Peru, highlighting the challenges encountered throughout the execution and relevant lessons learnt for current and future implementation of similar projects.
Output 2. Support the delivery of management products aimed at increasing technical and operational capacities in public officials from Argentina relevant for the compliance of the Enhanced Transparency Framework in terms of meeting the objectives of the NDC Action Argentina project and facilitating South-South Cooperation instances.

2.1 Report of the webinars conducted to strengthen capacities related to meeting the requirements of the Enhanced Transparency Framework (ETF) of the Paris Agreements, in meeting relevant previsions set forth in the Nationally Determined Contributions (NDCs) for the purposes of facilitating the exchange of lessons learnt.
2.2 Technical Narrative and Financial Reports of Progress made in the NDC Action Argentina project including recommendations on technical revision of products delivered by the National University of Quilmes (UNQ).
2.3 Commented documentation package of Transparency Pathways Report (TPR) with a lens on institutional arrangements and climate governance created to meet the Enhanced Transparency Framework of the Paris Agreement.
The Specialist consultant support will promote climate transparency in Latin-American and the Caribbean countries through the following activities:
1. Contribute with the formulation of project proposals for Euroclima+ (Transparency Outcome), the Green Climate Fund (GCF), The Global Environmental Facility (GEF), and the ‘NDC Partnership’, to provide guidance for countries in the development of capacities related to Nationally Determined Contributions (NDC) implementation, climate financing, information systems, data management, innovative digital solutions, market-based instruments, and transparency. Specifically, it is expected that the Regional Specialist consultant on Nationally Determined Contributions (NDCs) will collaborate with the elaboration of at least 2 proposals to the NDC Partnership via Partnership Action Fund (PAF) or Thematic Call.
2. Provide guidance for improving transparency and accountability of climate policy and the implementation of Nationally Determined Contributions (NDC)
- as part the overall transparency strategy of the NDC Partnership and IKI / NDC Action programmes
- through the implementation of south-south cooperation activities, including the preparation, and launching of knowledge management webinars aimed at strengthening capacities related to monitoring and reporting adaptation advances in Latin American countries.
3. Manage the execution of already approved transparency projects aimed at reinforcing capacities for NDCs effective implementation as part the overall transparency strategy of the NDC Partnership and NDC Action programmes though the development of progress and financial reports, as well through the technical revision of products elaborated by the National University of Quilmes of the NDC Action Argentina project.
4. Contribute with the continuous update of the Transparency pathways report
- funded by EUROCLIMA+- part of the Latin America UNEP’s Climate Ambition and Transparency team mission to perform technical analysis of transparency and climate ambition policies and actions for the formulation, implementation, and effective updating of the NDCs and LTS in the Latin American and Caribbean region.
5. Collaborate with the implementation of transparency-oriented workshops or meetings with national government counterparts, and other stakeholders when necessary.
6. To develop, support and carry out, when necessary, the interviews or generation of information necessary for the development of the mentioned activities and deliverables.
7. Monitor coordination with relevant national institutions and government agencies to guarantee that project activities are distinct and fully complementary to other national initiatives.
8. To provide accurate and up-to-date technical advice, inputs and guidance on issues related to transparency issues for transparency projects.
