ATSG is presently identifying candidates for the following position: Citizen Security Officer. The Citizen Security Officer will work in partnership with the U.S. Department of State (DOS) Bureau of International Narcotics and Law Enforcement Affairs' (INL) on the Central America Regional Security Initiative (CARSI) in Panama City, Panama. The CARSI Initiative, one of the largest and most sophisticated multi-lateral security efforts in the world, provides funding for the U.S. Government (USG) to assist the governments of the CARSI countries with police professionalization, justice sector reform, counter narcotics efforts, border security management, crime and violence prevention, and anti-corruption efforts. The Citizen Security Advisor (CSA) serves as the INL Panama - Police Program Advisor, who is the subject matter expert in Community Policing, Crime Prevention/Reduction strategies, and others. This position will assist INL to implement a myriad of projects and programs with the Panama National Police. Advises INL Law Enforcement Program manager and leadership on developing, planning, and implementing all police program activities to include organizational strategy, policy, training, and inter-ministerial coordination. The CSA also serves as the INL Panama - Police Program Plans and Operations Officer, responsible for long range planning of police program activities and ensuring that the Police Program is closely coordinated with the Justice, Maritime Security, and Policing Technology programs. This position will assist INL to develop program strategies and implementation plans within the rubric of current U.S. assistance and Panamanian national strategies, making recommendations to adjust those programs and strategies.

Duties and Responsibilities
  • Serves as the INL Panama Police Program Advisor, who is the subject matter expert for Community Policing, Crime Prevention/Reduction strategies, and others.
  • Assists INL to implement a myriad of projects and programs with the Panama National Police
  • Advises INL Law Enforcement Program manager and leadership on developing, planning, and implementing all police program activities to include organizational strategy, policy, training, and inter-ministerial coordination.
  • Serves as the INL Panama Police Program plans and operations officer, responsible for long range planning of police program activities and ensuring that the Police Program is closely coordinated with the Justice, Maritime Security, and Policing Technology (SITIGPOL) programs.
  • Assists INL to develop program strategies and implementation plans within the rubric of current U.S. assistance and Panamanian national strategies, making recommendations to adjust those programs and strategies.
  • Coordinates with all U.S. government agencies and Government of Panama (GOP) ministries that interact with the INL Panama Police Program throughout the country.
  • Recommends processes, procedures, programming, training, equipment, infrastructure and organizational improvements relating to Panamanian law enforcement.
  • Develops and maintains professional relationships with Panamanian officials to advance projects.
  • Maintains appropriate confidentiality of sensitive government business.
  • Plans, coordinates, and carries out assigned projects.
  • A work plan is required for this position. Provides weekly, monthly, quarterly and annual reports of relevant program activity, progress toward desired impacts, recommendations for advancing program and U.S. objectives, project highlights, and other relevant significant information including metrics, milestones achieved, and other relevant statistical data.
  • Reports on scheduled upcoming meetings, trainings, and other activities.
Travel Requirements

National and international travel may be required.

Minimum Qualifications
  • U.S. citizen, local national of Panama, or third country national.
  • The candidate must be able to pass an ATSG background investigation to begin employment and must obtain and maintain a Moderate Risk Public Trust (MRPT) clearance (if a U.S. Citizen) or an RSO clearance (if a local national or a third country national) to gain Embassy access and be eligible for continued employment.
  • FSI level 3/3 Spanish.
  • FSI level 3/3 English.
  • Experience briefing in Spanish and English.
  • Graduate from a certified law enforcement training academy.
  • Bachelor's degree in international relations, law enforcement, public policy or related field; or ten (10) years of professional experience can be substituted.
  • At least ten (10) years' experience working in law enforcement, rule of law, and/or public administration.
  • Minimum of five (5) years of experience working overseas implementing strategic initiatives, and/or delivering foreign police training.
  • Minimum of five (5) years of experience working overseas to deliver critical citizen security programs and infrastructure, to include drafting project proposals, MOUs, and participating in interdisciplinary working groups.
  • Minimum of five (5) years of international experience leading working groups with people with different functional expertise, to include police, prosecutors, judges, NGOs, and private sector providers of critical infrastructure and technology.
  • Minimum of five (5) years of demonstrated management experience related to citizen security, law enforcement, international development, international affairs, political science, project management, justice reform, rule of law, and/or public administration.
  • Experience working with foreign lawmakers and personnel to draft legislation related to citizen security reform.
  • Ability to maintain appropriate confidentiality of sensitive government business.
  • Ability to develop and maintain professional relationships with Panamanian officials to advance projects.
  • Demonstrated experience managing criminal justice projects in a foreign country, including promoting U.S. interests with host government officials, ensuring sustainability of projects through supervision of appropriate training and maintenance, and the ability to integrate competing needs of U.S. and Panamanian agencies with the long-term capacity building of Panamanian institutions.
  • Demonstrated experience in managing program resources in an overseas environment, including project/program design, implementation and evaluation.
  • Demonstrated ability to work independently on projects and issues within overall policy guidelines.
Preferred Qualifications
  • Knowledge of Panamanian law enforcement and justice sector issues.
  • Knowledge of Department of State and INL Bureau functions, roles, and responsibilities
  • Communicate effectively, both orally and in writing in English and Spanish, with superiors, colleagues, academia, business professionals, and the public.
  • Experience working in Mexico, Central or South America.
  • Experienced in the planning, budgeting, and operating of police programs at the senior level.
  • Experienced working and/or coordinating with relevant U.S. government agencies (e.g., Departments of Justice, Homeland Security and Defense, USAID, etc.), international institutions (e.g., United Nations, UNODC, Inter-American Development Bank, etc.), and foreign government entities.
  • Demonstrated experience working in an Embassy and interagency environment.
  • Demonstrated experience working in institutional reform efforts and program management.
  • Demonstrated experience working and/or coordinating with other relevant U.S. Government agencies, international institutions, and host nation entities.
