Under the general guidance of the Administrative Officer and in coordination with the National Officer, the Finance & Budget Analyst consultant will be responsible for the following duties: Budget: - Prepare supporting documents (narrative and supporting tables) with respect to finalization of cost estimates and budget proposals, in terms of staff and non-staff requirements.

- Work closely with the Administrative Officer and National Officer in extracting information and generating expenditure reports from computerized information system databases; analyze the extracted information and the reports generated, and highlights areas of concern.

- Develop resource requirements for budget submissions and in the preparation of budget performance submissions.

- Work closely with the Administrative Officer and the National Officer in the preparation/finalization of reports to project managers and donors.


  • Work closely with the Administrative Officer and the National Officer in budget estimation and budget monitoring.
  • Prepares obligations in UMOJA and review them to ensure that funds are available, and the correct account has been used.
  • Analyze the financial backstopping of trust funds, including monitoring the status of voluntary contributions, generating expenditure reports from UMOJA and monitoring reporting requirements by donors.

Finance:

  • Review payments for final disbursement (implementing partners)
  • Review financial and audit reports from implementing partners and payment conditions in the agreements, incoming payment instructions with regards to banking details and sources of funds.
  • Ensure banking details are correct in the system. Notify payees of status of payments.

  • Notify payees of status of payments.
  • Monitoring of bank account movements and balance. Registration of monthly bank charges and deposits.
  • Dispatch payment instructions and cheques to banks.
  • Create receipts and deposits for all incoming funds. Assist staff members, Fund Management Officers, and donors regarding queries on payment and depositrelated issues.
  • Reconciliate the project expenditures (UNDP Charges) and revision of open commitments, Partners, and Memorandum of Understanding.
  • Prepare, in close collaboration with the Administrative Officer, answer to audit queries.
  • Analyse and Monitor, with Administrative Officer and the National Officer, unliquidated obligations, revenues, and unapplied deposits.
  • Feed and maintain master database to update Dashboard tool.

Others:

  • Drafts routine correspondence with respect to enquiries related to relevant financial and budget matters.
  • Maintains and keep uptodate files.


The UNEP Latin America and the Caribbean Office (LAC Office), located in Panama City, works closely with the 33 countries of the region and its activities are integrated into the Medium Term Strategy and the Programme of Work approved by the United Nations Environment Assembly (UNEA).

The Finance & Budget Analyst will be supporting the Administration Unit and its outposted offices under the supervision and guidance by the Finance Management Officer (FMO) and in coordination with the Finance Assistant.

He/She will also maintain direct communication with the administrative team, in order to improve the efficiency of operations within the Latin America and the Caribbean region.

The consultant is responsible for their own safety; therefore, they shall be familiar with the mechanisms of security of the United Nations and follow the Framework of Accountability for the United Nations Security Management System.


The Finance & Budget Analyst will be working full time, 40 hours per week, from Monday to Friday at the UNEP LAC Office located in Panama City, Panama.


Qualifications/special skills Qualifications Required ACADEMIC:

  • Bachelor's degree in accounting, finance or administration is required.
  • Master's degree in accounting, finance or administration is desirable.

PROFESSIONAL:

  • Minimum 2 years of experience in finance, budget, accounting, administration, or audit is required.
  • Experience in United Nations or other international organization is an advantage

LANGUAGE:

  • English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in Spanish is required, fluency in oral and written English is desirable.

SPECIAL KNOWLEDGE AND SKILLS:

  • Knowledge of SAP/ERP is desirable, specially UMOJA.
