UNDP Infosegura is a regional project specialized in strengthening institutional capacities for the management of information on citizen security that has been working in Central America and the Dominican Republic since 2014, with the support of the United States Agency for International Development (USAID). In coordination with the country offices, strategic and technical support is provided to develop and improve data production, multidimensional analysis, use of information in public policy and strategic communication. This work is provided in three main lines of services: strengthening institutional architectures for the management of information on citizen security with a gender and human rights perspective; implementation of new technologies and innovation in processes and services; and strategic communication with knowledge products, all three dimensions of acceleration for the fulfillment of the 2030 agenda.

UNDP-Infosegura has built on the experience and presence of UNDP/RBLAC in the region, achieving support and partnership with the main institutions of the State and civil society focused on the prevention and attention to violence and insecurity. Efforts have been articulated with the ministries and institutional technicians in charge of information management in the countries (national police, judicial agencies, public ministries and prosecutors' offices, forensic medicine, observatories, inter-institutional coordination groups and centers of analysis on security and coexistence). Some of the most representative results are the transparency portal of the National Civil Police of El Salvador, the Alert System for Violence in Education (SALVE) of El Salvador, the Integrated Information System for Coexistence and Citizen Security Policies of Honduras, the Integrated Information System for the Prevention of Violence (SIPREVI) of Guatemala, the Belize Crime Observatory, among other processes and management tools implemented in 6 countries, with 45 government institutions and various civil society organizations and academic centers. UNDP Infosegura facilitates the exchange of knowledge and experiences at the regional level, as well as building bridges between governments and civil society. In this regard, support was provided to national and regional knowledge networks, such as the Inter-Institutional Technical Commission on Coexistence and Citizen Security Statistics (COMESCO) in Costa Rica, and the Regional Knowledge Network on Citizen Security (CONOSE), which brings together 17 academic institutions from 11 countries.

During the COVID 19 pandemic, emphasis was placed on the multidimensional reading of the crisis, from the perspective of citizen security, focusing on vulnerable populations by sex, age, territory, and other available segregations in each case, en route to reconstruction in safe conditions, profiling risk factors and vulnerabilities. Currently, UNDP field offices have reiterated repeated requests from LAC governments for support in security, justice and social cohesion policies and interventions, based on evidence, information management and technical support throughout the information management chain, and specifically requests focused on territorialization, targeting, prioritization and specialized analysis.

Hence, on the regional AWP a strong peaceful coexistence, social cohesion and citizens-based approach is demanded. So the project needs a regional technical and policy specialist in citizen security and social cohesion, to transfer policy making (evidence based) capacities, to support 6 country offices in data and multidimensional integrated analysis, will ensure the leadership and management for the related joint UNDP-InfoSegura interventions, ensuring the impact, coherence, quality and gender mainstreaming across the UNDP approach on rule of law, access to justice, citizen security, social cohesion and human rights programming, bringing added expertise on social cohesion to the project.

**Responsibilities**:
a) This post requires a combination of coordination, analysis competencies and substantive technical advisory data knowledge to support the different approaches and propose new initiatives in the social cohesion and citizen security area.

b) The incumbent will play an essential role in linking strategic governmental reform efforts supporting the interventions on the ground and help to ensure that local challenges and solutions are integrated into national level policy-making processes.

c) Draft the formulation of interventions within the area of citizen security, social cohesion and evidence-based policies, translating UNDP’s priorities into programmatic interventions.
