Result of Service

The consultant will undertake the following activities:
a) Carry out coordination, discussion, analysis, and technical follow-up of actions to establish the technical procedures for the nesting process in Peru under the framework of national GHG (Greenhouse Gas) accounts of the LULUCF (Land Use, Land-use Change and Forestry) sector and the National Registry of Mitigation Measures (RENAMI), including the technical harmonization of early REDD+ initiatives with the Forest Emissions Reference Level until the period 2021.

b) Develop the establishment of the technical processes for the nesting process in Peru and its operational tools, under the framework of national GHG accounting of the LULUCF sector and RENAMI, and other processes related to the management of relevant GHG Reduction Units and / or removals (URE).

c) Collaborate with the technical coordination of the MRV (Measuring Reporting and Verification) MINAM (Ministry of Environment of Peru) team to produce inputs, information analysis, scenarios, preparation of documents and reports necessary for the development of country documents under the ART-TREES standard, related to nesting.

d) Provide technical support, analysis and inputs for technical/policy discussions on REDD+ processes in Peru, including the identification of opportunities for results-based payments schemes, with a focus on nesting, which should be reflected in the technical nesting standard.

e) Support issues related to the voluntary carbon market and other results-based payments schemes linked to forests, to support the implementation of NDCs, in line with the nesting approach.

f) Contribute with the systematization of information on nesting in Peru, and provide inputs for communications and knowledge management products, working closely with the UNEP REDD+ team, for example, through blogs, articles, and participation in events and exchanges with other countries and regions with a focus on nesting.

g) Review and contribute to internal or disclosure documents on nesting, with emphasis on sections that detail country information.

The main objective of this consultancy is to provide technical assistance for the nesting implementation process in Peru.

The proposed nesting implementation process will:

- help to reduce the preparation, implementation and transaction costs associated with REDD+;
- develop a single transparent accounting system;
- providing legal clarity, important for encouraging the participation of the private sector in the fulfillment of the NDC;
- help optimize areas for the implementation of projects; and
- promote sustainable development at the local level by allowing projects to be designed and implemented in ways that generate additional benefits for local communities.

For this role, the consultant will be expected to perform the following:

- provide technical guidance on the nesting process in coordination with technical specialists;
- develop reports, presentations and other documents and communications outputs related to the implementation and management of the nesting process;
- undertake at least four trips to Amazonian regions (travel costs included in the monthly fees), to be agreed with MINAM and UNEP, and participate regularly in meetings and workshops.

Progress report on the activities carried out containing:

- Monthly report of coordination, analysis and monitoring activities, including meetings, and facilitating discussions with early initiatives and other actors related to REDD+, for the nesting process.
- Report of inputs generated for a conceptual and methodological framework for nesting in Peru.
- Activity Report related to technical assistance for the development of the technical standard for nesting.
- Report on activities and input generated for the development of ART-TREES documents and approaches.
- Summary of supported activities on communications and knowledge management to create and disseminate information related to the service, in a systematic and efficient way.
- Presentation with information related to the progress of the nesting process in the country.

Final report on the activities carried out containing:

- Final report of coordination, analysis and monitoring activities, including meetings, and facilitating discussions with early initiatives and other REDD+-related actors, for the nesting process.
- Final report of inputs generated for a conceptual and methodological framework for nesting in Peru.
- Final activity report related to technical assistance for the development of the technical nesting standard.
- Final activity report and inputs generated for the development of ART-TREES documents and approaches.
- Final summary of supported activities on communications and knowledge management to create and disseminate information related to the service, in a systematic and efficient manner.
- Final summary of regional visits carried out (at least four).
- Final presentation with information related to the prog
