The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment.

These positions are located in UNEP's Latin America and Caribbean Office at the Panama duty station.

Under the direct supervision of the Regional Climate Change Coordinator and the Regional Chemicals Coordinator and in close collaboration with the Administrative Officer, the incumbent will be responsible for the following duties related to budget/finance, day -to-day programmatic and administrative functions:
**Responsibilities**:
1. FINANCE AND BUDGET: Standardize the financial and accounting systems of the project while maintaining compatibility with UNEP's financial accounting procedures. Prepare budget revisions. Comply and verify budget and accounting data by researching files calculating costs and estimating anticipated expenditures from readily available information sources. Monitor budget implementation/expenditures and recommend reallocation of funds as necessary. Prepare periodic accounting records by recording receipts and reconciling data for recurring financial reports. Payments: Review and support processing of payments and advances to third parties, consultants and individual contractors. Process all types of payment requests for settlement purposes, including quarterly advances to partners upon joint review.

2. PLANNING AND ADMINISTRATION: Assist in the preparation of annual procurement plans. Assist in the preparation of annual work plans. Assist in the timely issuance of contracts and agreements and assurance of other eligible entitlements of project personnel, partners and experts. Assist in the preparation of status reports, progress reports and other financial reports. Undertake project financial closure formalities including submission of terminal reports, transfer and disposal of equipment, processing of semi-final revisions and support professional staff in preparing terminal assessment reports. Assist in travel and meeting arrangements.

3. CONTRIBUTIONS: Assist in the review of deposits or contributions reports from donors. Coordinate with Headquarters and Divisions the proper registration of cash funds and subsequent registration of allotments. Assist professional staff regarding queries on donors payments and deposits.

4. Performs other duties as may be required.

Education
High school diploma or equivalent is required. Additional relevant training in finance, administration or related field is desirable.

Passing the Global General Service Test (GGST) is a prerequisite for recruitment consideration in the General Services and related categories in the United Nations Secretariat. Successful passing of the Administrative Support Assessment Test (ASAT) in English at the United Nations Headquarters (UNHQ), Economic Commission for Africa (ECA), Economic and Social Commission for Western Asia (ESCWA), United Nations Office at Geneva (UNOG), United Nations Office at Vienna (UNOV), International Criminal Tribunal for Rwanda (ICTR) or International Criminal Tribunal for the former Yugoslavia (ICTY) may be accepted in lieu of the GGST.

The GGST is administered to applicants when required before the administration of a written assessment and/or interview.

Work Experience
A minimum of seven (7) years relevant work experience including at least two (2) years with financial management responsibilities in a multilateral organization is required.

Work experience in project reporting and budget preparation, implementation, monitoring and adjustment is desirable.

Experience in working and collaborating with GEF projects is desirable.

Experience in working and collaborating with governments and/or multilateral organizations is desirable.

Work experience with UN or similar international organization's administrative and financial processes and procedures is desirable.

Languages
English and French are the working languages of the United Nations Secretariat. F
