Job Description Under the overall guidance of the Regional Coordinator, SI Regional Caribbean Programme and in collaboration with the Regional Gender Advisor, and the Programme Associate for the Regional Office Gender Section, the purpose of the assignment is to support UNICEF's work in the execution of the SI Regional Caribbean programme, including knowledge management and the operational and financial Summary of key functions: Budget and grant management: Monitor and advise on financial status of the programme and potential over-expenditures and recommend possibilities for reallocation to ensure the optimum use available funds. Submit periodic SI financial reports for management oversight, monitoring and review and confirm availability of funds as required. Liaise with the financial coordinator of the SI Resident Coordinator Office (RCO) in Barbados a needed to support efficient management and accountability of results. Carry out transactions in VISION pertaining to the SI grant such as registering grant allotments and tracking expiring programme grants.
Ensure the financial workplan is kept up to date, with budgets and financial expenditures of programme in compliance with Spotlight and UNICEF rules and regulations, keeping supervisor informed on actions for decision/follow up. Liaise and support the SI programme coordination team to execute operational and financial programme closure of the SI programme in compliance with the SI Operations Manual Compendium and adhere to the UNICEF closure protocols effectively and efficiently. Specifically: Support the production and ensure submission of the final programme narrative report and financial report that include final expenditure of UNICEFs' contribution. If relevant, submit refunds of any unspent balance and send notification where required.
Ensure that all financial procedures are satisfied, and any other requirements. Knowledge management and communication Support preparation of SI briefing materials and presentations. Maintain the SI SharePoint site with updated materials and keep abreast of any new information to be added. Support the preparation of flyers for events and create registration systems and surveys.
Prepare meeting notes and ensure proper documentation and recording of information for future reference. Contract management and administrative support: Support in creating service and consultant contracts and contract management. Prepare and process Request for Quotations (RFQs), Invitations to Bid (ITBs) and Requests for Proposals (RFPs), as might be requested by the Supervisor. Conduct regular virtual check-in with partners to assess financial record-keeping and reporting.
Travel planning and facilitation of travel arrangements in coordination with the travel unit. During absences and annual leaves backs up colleagues and peers in the same section as agreed with the supervisor. Provide general administrative support as needed. To qualify as an advocate for every child you will haveEducation: Completion of secondary education, preferably supplemented by technical or university courses related to the work of the organization Work Experience: A minimum of 6 years of progressively responsible administrative or clerical work experience is required.
**Languages**: Fluency in English is required; French or Spanish is an asset.
